Job summary

Parsons is seeking a Civil / Utility Inspector (Infra & Utilities) to join our team in Dubai, UAE. The role involves performing continuous surveillance of inspection activities to ensure compliance with codes, standards, and specifications.

You will conduct tests, oversee piling and piping, review P&ID checks, and verify electrical grounding and coatings. A Diploma or Degree in Civil Engineering and 5+ years of UAE infrastructure supervision experience are required, with strong English

Qualifications

• Diploma or Degree in Civil Engineering is required.
• Minimum 5+ years of construction supervision experience in infrastructure projects in UAE preferred.
• Ability to read and interpret blueprints and construction specs.
• Good written and oral communication skills in English.

Responsibilities

• Conduct tests to ensure work complies with contract specs (civil and structural tests).
• Perform destructive and non-destructive tests on metals and materials.
• Surveil underground piping for tightness, bedding, and grade.
• Inspect piling installation for correct location and bearing.
• Validate piping systems with P&ID checks and hydraulic tests.
• Inspect electrical installations for grounding and regulatory compliance.
• Inspect painting and insulation for thickness and coverage.
• Provide general inspection of construction labor and subcontracted tasks.
• Verify equipment alignment and balancing.
• Participate in quality control reports, procedures, and safety practices.
• May administer welder qualification tests and related duties.

Job Description

Parsons is looking for a Civil / Utility Inspector (Infra & Utilities) to join the team. The role involves performing continuous surveillance of assigned inspection activities to ensure compliance with all applicable codes, standards, and specifications.

Responsibilities

• Conduct tests to determine if work complies with contract specifications, including civil and structural tests (soil compaction, moisture content, etc.).
• Perform destructive and non‑destructive tests on metals and other materials (magnaflex, dyepenetrant, radiographic, etc.).
• Surveil underground piping for tightness, bedding, and grade.
• Inspect and monitor piling installation to ensure proper location and bearing.
• Validate piping systems, including P&ID checks and hydraulic or other pressure tests.
• Inspect electrical installations for proper grounding, circuit integrity, and regulatory compliance.
• Continue inspection of painting and insulation to ensure thickness and coverage continuity.
• Provide general inspection on all construction labor and subcontracted tasks to ensure professional workmanship.
• Verify equipment alignment and balancing operations.
• Participate in the development of quality control reports, procedures, and job safety practices.
• May administer welder qualification tests and perform other related duties as needed.

Required Skills

• Diploma (3‑Years) or Degree in Civil Engineering.
• Minimum 5+ years of experience in construction supervision of infrastructure projects (roads, bridges, highways, utilities) preferably in the UAE.
• Ability to read and interpret blueprints and construction specifications and familiarity with related processes.
• Good written and oral communication skills in English.
