Role Context
The Civil Engineer - Building Maintenance provides engineering support for the operation, upkeep, alteration, and improvement of office buildings, residential properties, VIP villas, and other facilities located across Abu Dhabi and Ruwais. The position combines technical civil engineering expertise with preventive maintenance planning, contractor administration, quality monitoring, budgeting, and property improvement studies. By coordinating maintenance programs and verifying contractor performance, the engineer helps preserve building condition, reduce recurring defects, control maintenance expenditure, and ensure facilities remain safe, functional, and aligned with operational requirements.
Key Responsibilities
- Monitor civil and building maintenance activities against approved service level agreements, KPIs, specifications, operational methodologies, and maintenance standards.
- Provide technical guidance for repairs, structural alterations, modifications, and routine building maintenance across office and residential properties.
- Verify that civil repair works are completed promptly, safely, and in accordance with engineering standards and company procedures.
- Guide Civil Supervisors working across Abu Dhabi and Ruwais on technical issues, maintenance priorities, repair methods, and work execution requirements.
- Support preparation of annual preventive maintenance programs for civil and building assets, including detailed monthly maintenance schedules.
- Review monthly maintenance programs and analyse work progress to identify delays, outstanding tasks, and resource requirements.
- Monitor implementation of planned preventive maintenance activities and ensure civil components receive scheduled inspection and maintenance.
- Verify the condition of doors, door closers, seals, openings, insulation, finishes, and other building elements and arrange timely rectification of identified defects.
- Prepare and review preventive maintenance checklists, method statements, and risk assessments related to civil operation and maintenance activities.
- Develop technical specifications and scopes of work for maintenance contracts, tenders, modifications, and facility improvement projects.
- Evaluate maintenance contracts from technical, quality, performance, and service delivery perspectives and recommend appropriate actions.
- Visit work locations to inspect contractor execution, assess workmanship, and verify compliance with contractual requirements.
- Certify completed work orders and support payment verification based on satisfactory completion of assigned works.
- Participate in contract and purchase committee meetings by providing technical evaluations, recommendations, and clarification of civil engineering requirements.
- Review contractor performance covering work quality, schedule achievement, HSE compliance, manpower deployment, and maintenance responsiveness.
- Follow up with contractor management on recurring performance issues and ensure agreed corrective measures are implemented.
- Monitor Quality Management System implementation in accordance with approved QMS procedures.
- Identify non-conformities associated with maintenance activities and follow corrective actions through closure of NCR requirements.
- Review spare parts and material requirements prepared by engineers or service providers to confirm adequate availability of stock and non-stock items.
- Participate in technical review and approval of manpower proposed by service providers.
- Support evaluation and selection of specialist service providers and subcontractors engaged in building maintenance work.
- Assist senior engineering personnel with contractor performance evaluations and maintenance service assessments.
- Review monthly progress reports and payment certificates submitted by contractors and service providers.
- Prepare and evaluate Work Service Order scopes, including technical and commercial assessment of proposed work.
- Assist with developing technical specifications and long-term maintenance scopes for procurement and tendering activities.
- Establish maintenance requirements for newly acquired or handed-over properties before integration into existing maintenance programs.
- Prepare feasibility studies for additions, structural alterations, extensions, refurbishments, and modifications to civil assets.
- Produce engineering drawings, technical assessments, and cost estimates for proposed civil works using sound engineering practices.
Ideal Profile
- Bachelor 's degree in Civil Engineering or an equivalent recognized qualification.
- Minimum 6 years of professional experience covering design, construction, and maintenance of multi-storey buildings within a large organization.
- Practical background in civil building maintenance, structural repairs, refurbishment, alterations, and property improvement works.
- Experience developing preventive maintenance programs and coordinating planned and reactive civil maintenance activities.
- Strong understanding of contractor administration, scope preparation, technical evaluation, and maintenance performance monitoring.
- Experience reviewing engineering drawings, blueprints, specifications, method statements, and technical submissions.
- Familiarity with budgeting, cost estimation, inventory control, material planning, and maintenance expenditure monitoring.
- Working knowledge of occupational hazards, safe work practices, and HSE precautions associated with civil construction and maintenance.
- Ability to organize daily, weekly, monthly, and annual maintenance schedules for internal personnel and external service providers.
- Strong written and verbal communication skills for coordination with contractors, supervisors, procurement teams, management, and other stakeholders.
- PMP or CFM certification is preferable.
