Job summary

Roads and Transport Authority in Dubai seeks a Senior Quantity Surveyor to lead commercial management of large-scale infrastructure contracts. You will prepare tenders, evaluate bids, manage payments, and advise on claims and variations to optimize project outcomes.

The role requires MRICS/AIQS membership, 8+ years of experience (Master’s) or 6+ years (Bachelor’s), and strong knowledge of contract law and lifecycle management within infrastructure projects in the UAE.

Qualifications

  • Bachelor’s or Master’s degree in Quantity Surveying.
  • MRICS, AIQS, AIQSSL or equivalent professional memberships.
  • 6+ years of experience with Bachelor’s, 8+ years with Master’s degree.
  • Expertise in change orders and claims administration.
  • Strong knowledge of contract law, dispute resolution, and lifecycle management.
  • Experience in quantity surveying and cost engineering practices.
  • Proficiency in project management and project coordination.

Job description

Strategy
  • Update section policies and procedures and deliver awareness sessions for concerned stakeholders.
  • Set cost-planning strategies and estimates for engineering contracts and apply whole-life value principles to guide choices.
  • Advise management on legal and contractual matters and define evaluation approaches and award recommendations.
  • Interview and recommend Consultant QS/Senior QS and validate QS/contract-manager evaluations.
Operations
  • Manage day-to-day commercial management, contract administration, and financial control to keep projects within approved budgets.
  • Prepare and evaluate tenders, produce evaluation reports and negotiate and recommend awards with concerned departments.
  • Review BOQs and Conditions of Contract and advise consultants on preliminary/final tender submissions.
  • Issue invitations and tender notices; prepare letters of award/acceptance and contract documents; compile tender and contract documents for in-house projects.
  • Review and approve interim payment certificates, inspect and approve statements at completion and final statements and prepare equivalent documents for in-house projects.
  • Validate variation valuations and contractual claims, guide QS teams on valuation methods and commercial resolutions.
  • Review requests for the release of initial bank guarantees for engineering contracts after receiving the final guarantees
  • Review requests for financial payments for engineering contracts and ensure their compatibility with the contract
  • Prepare / Review Quantum analysis reports on contractual claims and dispute resolution process.
  • Draft and manage routine contractual and commercial correspondence and coordinate with departments to resolve issues.
  • Evaluate supplier performance and recommend corrective actions.
  • Review contract applications and purchase requests, recommend appropriate contracting means and study direct-agreement requests and submit recommendations.
  • Participate in project-receipt committees and confirm all requirements for contract closure.
  • Conduct value engineering/life-cycle cost analysis to support material or design decisions
Product / Process Improvement
  • Drive cost control using data-driven monitoring, automation-enabled workflows, and modelbased quantity measures.
  • Enhance consistency and auditability of tender, contract, and correspondence documents across projects.
  • Support contract closure activities, ensuring all financial, technical, and administrative requirements are completed before final sign-off.
  • Bachelor's degree/ Master’s degree in Quantity Surveying
  • 6+ years in case of Master’s degree (8+ years in case of Bachelor’s degree)
  • MRICS, AIQS, AIQSSL and other Professional Membership of Internationally recognized Institutes of Quantity Surveying.
  • Expertise in change orders and claims administration
  • Strong knowledge of contract law, dispute resolution, and contract lifecycle management
  • Understanding of core engineering principles and infrastructure project requirements
  • Proficiency in project management and project coordination
  • Experience in quantity surveying and cost engineering practices
  • Familiarity with the organization’s business context and operational environment
  • Skilled in tendering processes and technical evaluation
  • Experience in engineering and infrastructure procurement
  • Competence in enterprise archiving, documentation, and compliance management
