Job summary

Emirates Group in Dubai seeks a Cargo Operations Services Officer to manage tender activities, supplier performance, and station start-ups across the network. You will ensure timely evaluations, maintain agreements, and support GHA changes and contract renewals.

The role involves coordinating with procurement, regional operations, and cargo managers, as well as preparing reports and ensuring compliant, efficient ground handling operations.

Qualifications

• Bachelor's degree or equivalent.
• Minimum 5+ years' experience in an air cargo operational environment.
• Experience in airport cargo operations related areas.

Responsibilities

• Execute tenders in coordination with GPSC, RMO, and Cargo Managers, ensuring adherence to tender processes.
• Plan and execute site inspections, readiness reports, and transition plans for new GHAs with RMOs and outstation teams.
• Support supplier negotiations and develop/start-up/changeover plans in line with procurement policies.
• Collate GHA performance data to identify SLA gaps across safety, customer service, claims, and efficiency.
• Prepare charge notes for short-notice charters and assess ground handling capabilities for freighter operations.
• Maintain and update checklists and evaluation tools; research industry data and performance analyses to support GHA decisions.
• Share contract/SLA information with stakeholders and monitor spend; develop digital data repositories.

As a Cargo Operations Services Officer, you will execute Cargo Handling Operations Services tender and contract activities, ensuring timely technical, contractual, and operational evaluations. You will also support station start-ups, Ground Handling Agent (GHA) changes, and supplier performance across the network, while maintaining tender tools and standard agreements for consistent execution.

In this role, you will:

• Execute tenders in coordination with Group Procurement & Supply Chain (GPSC), Regional Manager Operations (RMO), and Cargo Managers, ensuring adherence to established tender processes. Conduct technical and compliance assessments using standard evaluation tools and compile operational evaluations and scoring with key stakeholders.
• Plan and execute site inspections, operational readiness reports, and transition plans for new GHAs in coordination with RMOs and outstation teams. Collaborate with route management, training, systems, and local cargo managers to ensure smooth operational transitions.
• Participate in supplier negotiations as assigned, providing operational input in line with procurement policies and business requirements. Compile service requirements, ensure alignment with Emirates SkyCargo's operational and financial objectives, and develop and execute start-up and changeover plans.
• Collate GHA performance data from multiple sources to identify Service Level Agreement (SLA) gaps across safety, customer service, claims, and operational efficiency. Report performance issues to the Cargo Handling Services & Performance Manager and Cargo Operations Services Specialist and provide input to support Letters of Concern and Service Improvement Notices.
• Prepare charge notes for short notice charters and assess ground handling capabilities for freighter operations, ensuring safe, compliant handling across equipment, infrastructure, security, and access controls. Compile reports and documentation to support approval of ad-hoc operations by the Cargo Handling Services & Performance Manager.
• Under the direction of the Cargo Operations Services Specialist, maintain and update Global Operations Services checklists and evaluation tools. Research and collate industry data, internal performance analysis, and strategic information to support informed decision' making for GHA selection and contract renewals.
• Ensure timely sharing of contract and SLA information with stakeholders, maintaining accurate records for contracts, rates, spend, and Accounts Payable. Support tender and recontract analysis through data extraction, monitor early contract spend to validate savings, and develop digital data repositories under the direction of the Cargo Handling & Performance Services Manager.

Qualification

To be considered for this role, you must meet the below:

• Hold a bachelor's degree or equivalent.
• Have a minimum of 5+ years' experience in an air cargo operational environment.
• Have experience in airport cargo operations related areas.

Additional consideration will be given to candidates who:

• Have supervisory experience in cargo warehouse and aircraft handling operations.
• Have experience developing or working with quality and safety assurance programs.
• Have proven communication and collaboration skills relevant to air cargo contracting, station start-up, and performance management.
• Have experience in drafting and negotiating IATA Standard Ground Handling Agreements.
• Have experience using Microsoft Office tools (Excel and MS Access) to analyse data and write database queries.
