ALEC Holdings invites fresh graduates to join its Authorities Liaison team as a Junior Authorities Engineer, supporting authority approvals and regulatory coordination across UAE construction projects.

You'll learn local procedures, build relationships with authorities, and contribute to timely submissions while working with site teams, design, HSE, and procurement.

Qualifications

• Bachelor's degree in civil/construction engineering or related field.
• ADM registration card is required.
• Excellent written and spoken English and Arabic.
• Familiarity with MS Office; strong documentation skills.
• UAE driving licence and SOE membership are advantageous.
• Fresh graduates or up to 3 years' experience encouraged to apply.

Responsibilities

• Prepare authority submission packages with forms, drawings, and licenses.
• Support submissions through local authority portals (DM, ADM, RTA, DEWA, Civil Defence, TAMM).
• Maintain approval trackers and renewals, ensuring updates within 24 hours.
• Coordinate with site, design, HSE, and procurement to gather documents.
• Attend authority visits and site inspections under supervision.
• Draft meeting minutes and correspondence; liaise with authorities.

About Your Team

You'll be part of the Authorities Liaison function, working closely with site teams, design, HSE, procurement, and external authorities to support the preparation, submission, and follow-up of project approvals.

Our team plays an important role in ensuring regulatory requirements are met, documentation is accurate, and approvals are progressed efficiently to support construction activities.

Your Role

As a Junior Authorities Engineer, you will:

Authority Submissions & Documentation

• Prepare complete authority submission packages, including forms, drawings, method statements, insurance documents, trade licences, and undertakings.
• Support submissions through local authority portals, including DM, ADM, RTA, DEWA, Civil Defence, and TAMM.
• Ensure submission documentation is accurate, complete, and aligned with approved checklists.
• Collect and organise required documents from site, design, HSE, and procurement teams.
• Follow up on authority submissions and record comments and feedback.
• Maintain accurate approval trackers, ensuring updates are completed within 24 hours.
• Monitor permit and NOC expiry dates and raise renewal alerts at least 14 days in advance.
• Support timely progression of authority approvals in line with project requirements.

Stakeholder Coordination & Communication

• Assist with visits to authority offices and attend site inspections under supervision.
• Prepare meeting minutes and draft correspondence for review.
• Coordinate with internal teams to obtain information and resolve documentation requirements.
• Support effective communication between project teams and relevant authorities.

Learning & Development

• Develop an understanding of local authority procedures, approval timelines, and fee structures.
• Build familiarity with authority portals, construction drawings, and site processes.
• Work closely with experienced team members to develop technical and coordination skills.
• Demonstrate a proactive attitude towards learning, feedback, and continuous improvement.

What We're Looking For

Qualifications & Experience

• Bachelor's degree in Civil, Architectural, Mechanical, Electrical, or Construction Engineering.
• Fresh graduates and candidates with up to 3 years of relevant experience are encouraged to apply.
• Interest in construction regulations, authority approvals, and project coordination.
• Must hold Civil Engineer ADM registration Card
• Excellent written and verbal communication skills in both Arabic and English.
• Proficiency in MS Office Suite (Word, Excel, PowerPoint).
• Strong attention to detail and accuracy in documentation.
• Good organisational and time management skills.
• Willingness to learn, take feedback, and work collaboratively within a team.
• Proactive, reliable, and committed to delivering quality work.
• UAE driving licence.
• Basic understanding of construction drawings and site processes.
• UAE Society of Engineers (SOE) membership.
