Job summary

Confidential Careers in Dubai seeks an experienced Authority Liaison Engineer to manage authority submissions, permits and NOCs for luxury residential design & build projects. You will be the main interface with authorities, project teams and consultants to ensure timely approvals.

You will coordinate with Dubai Municipality, Civil Defence, DEWA, RTA, Trakhees and others, review technical docs, track statuses, and maintain records to support completion certificates.

Qualifications

• Bachelor's degree in Civil or Architectural Engineering or related discipline.
• Experience as Authority Liaison Engineer or similar in UAE construction/design-build sector.
• Strong knowledge of Dubai authority approval processes and submission procedures.
• Experience with Dubai Municipality, Dubai Civil Defence, DEWA, DDA, RTA, Trakhees and others.
• Experience managing authority approvals for residential/high-end projects preferred.
• Excellent organizational, coordination and stakeholder management skills.
• Proficiency in Microsoft Office and document management systems.

Responsibilities

• Manage and coordinate authority approvals, permits, NOCs and submissions throughout the project lifecycle.
• Liaise with Dubai authorities and regulatory bodies (Dubai Municipality, Civil Defence, DEWA, RTA, Trakhees).
• Coordinate building permits, design approvals, construction permits, completion certificates and handovers.
• Prepare, review and submit technical documentation and applications per authority requirements.
• Monitor pending applications, track approval statuses and address authority comments.
• Coordinate with internal teams to ensure submissions meet standards.
• Work with external consultants, contractors to obtain approvals.
• Ensure projects comply with UAE building regs and local standards.
• Identify delays or compliance issues and coordinate solutions.

Job description

We are seeking an experienced Authority Liaison Engineer to manage and coordinate all authority-related submissions, approvals, permits and NOCs for luxury residential construction and design & build projects in Dubai.

The successful candidate will act as the main point of contact between the company, project teams, consultants and relevant government authorities, ensuring all documentation, technical submissions and approvals are completed accurately and within project timelines.

Key Responsibilities:

• Manage and coordinate authority approvals, permits, NOCs and submissions throughout the project lifecycle.
• Liaise with relevant Dubai authorities, including Dubai Municipality, Dubai Civil Defence, DEWA, RTA, DDA, Trakhees and other relevant regulatory bodies.
• Coordinate building permits, design approvals, construction permits, completion certificates and final handover approvals.
• Prepare, review and submit technical documentation, drawings and applications in line with authority requirements.
• Follow up on pending applications, track approval statuses and resolve any authority-related comments or requirements.
• Coordinate with internal design, engineering, project management and construction teams to ensure submissions meet regulatory standards.
• Work closely with external consultants, contractors and service providers to obtain the necessary approvals.
• Ensure all projects comply with applicable UAE building regulations, local authority standards and statutory requirements.
• Identify potential approval delays or compliance issues and proactively coordinate solutions.
• Maintain accurate records of submissions, approvals, permits, correspondence and project documentation.
• Provide regular updates to project stakeholders on authority approval progress and outstanding requirements.
• Support project completion, inspection processes and the issuance of completion certificates.

Requirements:

• Bachelor's degree in Civil Engineering, Architectural Engineering or a related discipline.
• Previous experience in an Authority Liaison Engineer or similar role within the UAE construction, engineering or design & build sector.
• Strong knowledge of Dubai authority approval processes, regulations and submission procedures.
• Experience dealing with Dubai Municipality, Dubai Civil Defence, DEWA, DDA, RTA, Trakhees and other relevant authorities.
• Understanding of architectural, structural and MEP drawings and technical documentation.
• Experience managing authority approvals for residential, villa or high-end construction projects is highly preferred.
• Strong coordination, communication and stakeholder management skills.
• Excellent organisational skills with the ability to manage multiple projects and approval deadlines.
• Proficiency in Microsoft Office and relevant engineering or document management systems.
