Role Context
The Assistant Resident Engineer acts as a key technical and site supervision resource for complex bridge and underpass construction packages. Working closely with the Resident Engineer, the role coordinates structural, road, geotechnical, drainage, utility, and traffic interfaces while monitoring contractor execution against approved drawings, specifications, programmes, quality procedures, and local authority standards. Effective supervision helps control structural risk, maintain construction quality, protect programme objectives, and ensure safe delivery of critical transportation assets.
Key Responsibilities
- Assist the Resident Engineer with administration and supervision of bridge, underpass, box culvert, and associated civil construction packages.
- Monitor contractor performance against approved programmes, contractual milestones, specifications, and construction requirements.
- Review construction schedules, method statements, Inspection and Test Plans, and supporting technical documentation.
- Supervise earthworks, concrete construction, structural works, waterproofing, asphalt works, and associated infrastructure activities.
- Oversee construction of bridge piers, abutments, retaining walls, wing walls, decks, slabs, and other structural components.
- Inspect box culverts, precast elements, prestressed concrete components, and related civil structures.
- Monitor post-tensioning operations and verify compliance with approved procedures and technical requirements.
- Supervise installation and inspection of bearings, expansion joints, waterproofing systems, and structural interfaces.
- Verify materials delivered to site against approved material submittals, certificates, and contractual requirements.
- Review shop drawings, material submissions, RFIs, technical clarifications, and contractor proposals.
- Assess NCR close-outs and confirm that corrective actions adequately address identified deficiencies.
- Ensure structural and civil works comply with RTA standards, Dubai Municipality codes, and applicable UAE infrastructure requirements.
- Conduct quality inspections in accordance with approved ITPs and established QCS and ISO quality management procedures.
- Identify deviations from contract documents and coordinate appropriate corrective action with the contractor.
- Support the Resident Engineer in issuing site instructions, technical directions, and non-conformance documentation.
- Monitor contractor manpower, equipment deployment, productivity, and daily construction progress.
- Coordinate technical interfaces between structural, road, drainage, geotechnical, utility, and traffic disciplines.
- Liaise with DEWA, telecommunications providers, RTA Utilities, and other service authorities regarding site interfaces and clearances.
- Support coordination with RTA, Dubai Municipality, and relevant government agencies for permits, NOCs, approvals, and regulatory matters.
- Monitor traffic diversion requirements and construction activities adjacent to live roads.
- Review contractor compliance with approved HSE plans and applicable RTA and Dubai Municipality safety requirements.
- Identify unsafe practices and ensure hazards are reported and addressed promptly.
- Pay particular attention to high‑risk operations including heavy lifting, excavation, scaffolding, shuttering, work at height, and construction near live traffic.
- Participate in weekly and monthly progress meetings with clients, authorities, consultants, and contractors.
- Prepare technical reports covering progress, construction constraints, quality concerns, and recommended corrective actions.
- Maintain accurate site diaries, inspection reports, material verification records, correspondence, and punch lists.
- Support testing, completion inspections, defect resolution, and handover activities for completed bridge and infrastructure works.
Ideal Profile
- Strong professional background in bridge, underpass, and major transportation infrastructure construction supervision.
- Civil or Structural Engineering education appropriate to the technical responsibilities of the position.
- Detailed knowledge of RTA standards, Dubai Municipality codes, and UAE infrastructure requirements.
- Practical experience with bridge structures, underpasses, box culverts, retaining structures, and associated civil works.
- Strong understanding of reinforced concrete, precast concrete, prestressed systems, and post‑tensioned construction.
- Experience supervising bearings, expansion joints, waterproofing, structural concrete, and bridge deck works.
- Familiarity with traffic diversions and construction within active road corridors.
- Ability to review shop drawings, method statements, ITPs, RFIs, material submissions, and technical contractor documentation.
- Sound understanding of QA/QC systems, NCR procedures, inspection workflows, and ISO‑based quality management.
- Experience coordinating utility interfaces involving DEWA, telecommunications networks, and road authority services.
- Knowledge of local NOC, permit, authority approval, and infrastructure coordination processes.
- Ability to identify technical deficiencies and drive practical corrective action without disrupting wider construction activities.
- Strong site leadership capability when coordinating contractors, inspectors, engineers, and multidisciplinary consultants.
- Good understanding of construction safety requirements for bridge and heavy civil works.
- Capable of maintaining clear technical records and presenting site issues to senior engineering and project leadership.
