Job summary

City of Ekurhuleni is seeking a Quantity Surveyor to provide expert input in estimating and monitoring project costs from initiation to completion in compliance with standards and policies. The role supports contract administration, governance, risk management and financial controls within the Water & Sanitation Department.

• 5-8 years' experience in relevant environment

Responsibilities

• Identify, diagnose and recommend improvements and provide specialist support and advice in area of expertise.
• Effectively measure work to be completed for programming of payment purposes on a regular basis.
• Draft monthly payment certificate.
• Review preparation of standard contract documents and align them to CIDB, GCC, NEC, JBCC and FIDIC & MFMA.
• Prepare and conduct Quality Contracts Assurance Audits.
• Assist project management with the contract documents.
• Assist with evaluation of tenders where necessary.
• Provide feedback on governance, risk and compliance practices & escalated unresolved issues.
• Ensure financial administration delivery processes comply with internal control and governance standards.

Job Purpose

Provide advise in the estimation and monitoring of project costs from project initiation to completion according to set standards, procedures and policy.

Minimum Requirements

• Grade 12
• Degree in Quantity Surveying NQF Level 7
• 5 - 8 years' experience in relevant environment

Core Responsibilities

• Participate in the specialist practice community and contributes, where possible, to organisation knowledge management.

• Preparing and conducting Quality Contracts Assurance Audits.
• Assist project management with the contract documents.
• Assist with evaluation of tenders where necessary.
• Provide feedback on governance, risk and compliance practices & escalated unresolved issues via appropriate channels for investigation and resolution.
• Ensure that financial administration delivery processes comply with internal control and governance standards and report on any deviations.
• Alert the Project Engineer, Technologists and Technicians into amendments and changes in the standards,
• Adhere to specified standards, policies and SOP’s to prevent and reduce wastage on financial resources and escrow associated risk.
• Contribute to effective operations management service delivery within the division through compliance with the Batho Pele principles.
• Integrate and share product, process and system knowledge attained through formal and informal learning opportunities in the execution of your role.
