To oversee the maintenance, safety and cleanliness of Malvern Park, KZN. Manage day to day of the tenants in the building and coordinate service providers.
Responsibilities
- Communicates with tenants to ensure day to day satisfaction
- Ensures safety and security of the building by interpreting and implementing safety standards
- Ensures and manages the hygiene of building
- Maintains buildings within budget by:
- managing and leading the maintenance supervisor & proactive maintenance planning
- Conduct and/or review routine building inspections as per the approved standards and checklists (including vacant buildings and/or spaces)
- Scope, motivate and execute unplanned maintenance with the relevant FM & RFM
- Scope and manage minor Opex Projects (in consultation with the relevant FM, RFM and FPM)
- Prepare weekly updates on building inspections and Opex Projects (budgeted and unbudgeted), and report weekly at FM team meetings
- Alert and attend to building emergencies as per the approved Emergency Protocol including the preparation of the relevant documentation
- Respond to external queries (tenant / SP / Client, etc.) as per the approved SLAs
- Logging of Opex and Emergency Request with the Facilities Helpdesk
- Receives a copy of the budget from the Facilities Manager for each property within the portfolio which reflects the budget constraints for maintenance and tenant installations as well as a percentage increase due to external contractors when negotiating any contract.
- Assists the FM to ensure that the major expense items are managed
- Approve quoted amounts for maintenance if under R1000.00
- Forward to Facilities Manager for approval and sign off amounts over R1000.00 along with supporting documentation
- Assist with the development of the Annual Maintenance budget per building in the specific portfolio
- Assist with the management of the Annual Budget and insure all the costs incurred remain within the current budget
- Provide motivation to explain variances to the budget
- Assist in the implementation of Annual Conditional Assessments and provide input into the Annual Building Budget process
- Plan and execute preventative maintenance (Opex) as per the approved building budget
Internal Business Processes
- Assists the Facilities Managers to adhere to the procedures in place regarding the helpdesk facility
- Assist with overseeing that tenant installations are done in accordance with the OHS act standards
- Ensure that the procedure pertaining to planned maintenance as well as drafting a schedule of work to be implemented throughout the financial year are adhered to
- Assist the Facility Manager in ensuring that the procedure pertaining to the appointment of new external contractors and the renewal of agreement of existing contractors are adhered to
- Ensure adherence to the procedure in place with reference to TBIR and HOIR
- Ensure that all maintenance activities adhere with Health and Safety (OHS) regulations
- Source quotations with reference to major maintenance and capital items, taking budget constraints into account
- Visit buildings within the portfolio and sign the OB
- Conduct site inspections according to a roster in order to identify all possible problems
- Attend to emergency maintenance issues within 24 hours and provide the tenant with feedback within 24 hours of receipt of query
- Obtain order number for approved quotation per the DOA and send the approved order number to the subcontractor to proceed with the job
- Complete building inspection form and submit to the Facilities Manager
- Complete a monthly operations report and submit to the Facilities Manager by the 10th monthly, highlight the inspection of all soft services at the relevant building
- Visit the Regional offices on a weekly basis to deliver original invoices when required and meet with the Property Manager weekly to provide feedback and discuss outstanding issues.
- Inspect all Properties to ensure that there is compliance with the OHSA
- Visit sites of selected tenants on a daily basis to collate information and build relationship to enhance the image of the business
- Deliver signed lease agreements when required and deliver tenants statements at the properties within the specified portfolio
- Ensure there are service level agreements in place for approved contractors. Regularly review the preferred supplier status of the contractors. Hold regular meetings with soft service contractors to discuss delivery of services and to obtain progress reports
- Ensure that all vacant shops, offices, warehouses etc. are clean and tidy at all times and there is company logo window paper
Customers
- Manage and coordinate cleaning sub-contractors to clean common areas on a daily basis
- Manage and coordinate special cleaning services on a regular basis i.e. fumigation and sanitization to eliminate pests
- Manage and coordinate the deep cleaning services. Ensure that deep cleaning and sanitization is conducted within the toilets every three months to prevent blocked drains
- Perform key and defect inspections for all tenants
- Perform a pre and post back inspections for vacating tenants. Oversee the re-instatement of the premises
- Develop a list of potential and existing local contractors to ensure that services are well managed in the building
- Ensure that a minimum of two service providers agree to be on standby to perform emergency tasks at all times
- Arrange for specialist service providers such as leak detecting, electrical fault finding, access control, generator specialists, electricians and water supplies from local municipalities, to be on short notice stand-by as and when required
Qualifications and Experience
- Grade 12
- Basic training course on maintenance with regards to electrical, plumbing, painting waterproofing issues etc.
- Electrical and Mechanical Engineering Qualification
- Certificate – Project management
- 5 years minimum
Required Knowledge
- Building Maintenance– legislative requirements
