Catholic Relief Services Venezuela seeks a Technical Advisor II for Shelter and Settlements to support the EMPOWER emergency response following the June 2026 earthquakes. You will provide technical guidance, design and oversee shelter and settlements activities, coordinate with Caritas Venezuela, donors, and partners, and help ensure high-quality programming aligned with standards.

Formación

• Bachelor’s Degree in Engineering, Architecture or related field.
• Eight years of international experience in advisory or management roles, preferably with an international NGO.
• Three years in Shelter and Settlements.
• Experience providing technical assistance and developing successful proposals for external donor funding.
• Business development, project design and proposal development in Shelter and Settlements.
• Experience with monitoring and evaluation, data collection tools, data analysis and data presentation.

Responsabilidades

• Contribute to development and implementation of Shelter and Settlements strategies, standards, tools, and best practices.
• Provide technical solutions for strategic planning and application of program design standards and M&E.
• Lead development of technical design for large/complex proposals and establish monitoring systems and indicators.
• Strengthen capacity with learning strategies, trainings, and coaching for partner staff.
• Support Shelter, Settlements and WASH/infrastructure responses including assessments and BoQs.
• Coordinate with donors and partners, participate in relevant clusters, and promote CRS work.
• Be focal point for Shelter and Settlements scale and system change initiatives.
