Job purpose: The Senior Finance Associate plays a crucial role in supporting the International Organization for Migration's (IOM) resource management functions in Caracas, Venezuela. This position is accountable for ensuring the effective and compliant management of financial resources. The associate will provide essential financial and administrative support to Project Managers and senior leadership, contributing to the overall operational efficiency and integrity of the mission. By overseeing financial processes, monitoring expenditures, and preparing financial reports, the role directly contributes to IOM's mandate of promoting humane migration and supporting people on the move, ensuring that financial operations align with organizational goals and donor requirements.
Responsibilities: The Senior Finance Associate is responsible for providing procedural guidance and supervision to finance support staff. Key duties include preparing budget submissions, revisions, and various financial reports, as well as managing financial resources by monitoring and controlling assets, funds, and supplies in compliance with IOM regulations. The role involves providing specialized advice on financial and administrative matters to Project Managers and mission leadership. Responsibilities also include monitoring compliance with financial policies, consolidating data for financial statements, assisting with bank reconciliations, and managing payroll processing. Additionally, the associate will ensure disbursements are properly authorized and documented, respond to audit queries, and maintain vendor accounts, verifying vendor claims for accuracy.
Education: A Bachelor’s degree in Business Administration, Accounting, Finances, or a related field is required, coupled with five years of relevant professional experience. Alternatively, a High School diploma with seven years of relevant experience is acceptable. Universities must be listed in the UNESCO World Higher Education Database.
Work experience: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is essential. Previous experience with SAP is a distinct advantage. Experience working with international humanitarian organizations, non-government, or government institutions in a multicultural setting is also beneficial. The role requires attention to detail, methodical organization, discretion, and a client-oriented approach.
Skills: In-depth knowledge of migration-related subject areas. Understanding of UN and bilateral donor programming. Knowledge of financial rules and regulations. Proficiency in Spanish is mandatory; English is desirable.
