Amentum is seeking a Quality, Environmental, Safety and Health (QESH) Manager to support the US Embassy Caracas under the DiPSS Venezuela BLS contract. You will manage QEHS staff, drive compliance with safety and quality standards, and coordinate with government and contractor leadership.

Descripción del empleo

The Quality, Environmental, Safety and Health (QESH) Manager will be based at Amentum sites in US Embassy, Caracas supporting DiPSS Venezuela BLS contract in support of the US. Department of State. This position will be associated with the Program Management Office (PMO) responsible for implementing and maintaining the environmental safety and health programs to meet contract requirements and will report to the Project Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.


DUTIES:


  • Ensuring effective and efficient execution of the quality and environmental, health, and safety programs by leading and managing QHSE personnel in the operation and maintenance of the programs

  • Coordinates with Government and Contractor senior management to maintain Quality Assurance and safety programs IAW policies, processes, procedures and controls.

  • Manages the quality and safety programs to ensure compliance under the contract.

  • Conducts quality and safety inspections/audits of the contract operations and sub-contractors.

  • Conducts research, develops corrective action alternatives and tracks responses for problem areas identified in internal and customer audit findings.

  • Acts as a direct representative to the local USG point of contact for quality and safety.

  • Manages inspectors, including inspection requirements, trend analysis, technical order publication library, and maintenance training programs.

  • Provides guidance and direction to achieve compliance with all applicable safety and quality standards.

  • Develop staff and methodology to fulfill duties and communicate program metrics as needed.

  • Maintains awareness of regulatory changes and disseminates safety-related bulletins, technical changes and literature to work site personnel. Investigates mishaps and injuries.

  • Oversees maintenance of the Technical Library.

  • Ensures compliance with company programs and Government directives.

  • Monitors quality deficiencies and coordinates corrective actions.

  • Responsible for maintaining a safe workplace and ensuring that a safety culture is the highest priority in the workplace by partnering with all levels of Amentum management.

  • Oversee hazmat duties on Hazardous Materials Management Plan (HMMP), Hazardous Waste Management Plan (HWMP), and Environmental Permit Management Procedure and Spill Prevention and Countermeasures Plan and provide training as needed.

  • Supervise field implementation of the Amentum Safe-Up Safety program.

  • Ensure site document control is maintained.

  • Assist Supervisors and Managers in conducting Fault Tree Analysis, Failure Modes, and Effects Analysis, and other EHS related Risk Management Techniques to ensure loss and cost control.

  • May lead facility condition assessments and/or routine component EHS inspections/verifications,

  • Maintain deficiency/abatement log and track EHS corrective action(s) “cradle to grave.”

  • Develop and present EHS related training for employees and other department employees as needed.

  • Develop programs that promote safe compliant working environments in accordance with the Amentum Safe-Up program that should include EM 385 1-1/15 FAM standards, OSHA, NEBOSH, and consensus standard guidelines.

  • Serve as a key facilitator to enable front line leaders and advocate for comprehensive and integrated attention to employee health and wellness efforts.

  • Responsible for health, welfare and professional growth of all assigned QEHS Staff. REQUIRED:

  • Education: A high school diploma or GED.

  • Minimum Acceptable Experience Level:

  • Bachelor’s degree in an associated discipline preferred; two (2) years of experience in related field may be substituted for each year of the four (4) years of college.

  • 5-8 years’ operational experience, preferably in an overseas government contracting environment or in a stateside manufacturing, mining, consulting, construction, county/municipal government public administration, or environmental (EPA) role at senior level.

  • An understanding and application of 29 CFR 1910/1926, NFPA Code, and ANSI standards, and a moderate understanding of international EHS laws and regulations, ISO 9001:2015, and quality assurance principles

  • Working knowledge of Environmental Laws including RCRA (Resource Conservation Recovery Act), 40 CFR 50-97 (Clean Air Act), 40 CFR 100-140 (Clean Water Act), 40 CFR 141-149 (Safe Drinking Water Act), and 40 CFR 195 (Toxic Substance Control Act) and/or at least one year tenure operating to the OEBGD.

  • Must have familiarity with:

  • Industrial Hygiene principles, including Noise Management and Exposure assessments with toxicology involvement.

  • EM 385 1-1, 15 FAM standards, HIPAA, GHS experience (training and management).

  • OSHA 30 Hour General Industry or OSHA 30 Construction certification(s), OSHA 500/501 preferred,

  • Current HAZWOPER 40Hour (8-Hr refresher within 12 months of hire),

  • A Professional License or University/College Occupational Health and Safety Certificate may be considered as “meeting educational requirements listed above” with at least one year of full-time internship or work experience in a leadership capacity.


Knowledge, Skills, and Abilities:


  • Understanding of culturally based quality, environmental, health and safety programs

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Computer skills, specifically in Microsoft Word, PowerPoint, and Excel.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

  • Effective communication skills to facilitate and disseminate information and public speaking.

  • Participate in any ongoing OSHA continuous education requirements in support of OSHA requirements.


Passport, Licenses, and Certifications:


  • As part of pre-contingency requirements, by the time the visa process starts , candidates must possess a valid passport with a minimum of 18 months remaining to the expiration date with 8 blank pages.

  • Valid driver’s license.

  • Security Vetting: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.

  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.

  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Venezuela. Must maintain physical and dental requirements for the duration of the deployment.


DESIRED:


  • Experience working with Amentum’s Safe-Up Program.

  • ISO 45001:2018 OH&S/ ISO14001:2015 EMS/ ISO 9001:2015 QMS or OHSAS 18001-2007 Lead Auditor

  • ASQ or equivalent Certified Lead Auditor or CMQ/OE certification.

  • BCSP – CSP, GSP, CHST, CHMM, ASP, or OHST

  • Continuing EHS education from BCSP, NEBOSH, ISO, OSHA, FEMA, or other accredited boards or universities/colleges.

  • International General Certification (NEBOSH&IOSH), or,

  • NEBOSH Environmental Management Certificate, or,

  • NEBOSH Health and Safety Management for Construction, or,

  • NEBOSH IIRSM Certificate on Managing Risk.
