Job summary

City of Indianapolis and Marion County invites applicants for a Zoning & Licensing Inspector role within the Department of Business & Neighborhood Services. The incumbent will interpret and apply local land use regulations, perform field inspections across residential, commercial and industrial properties, and manage enforcement actions with citations and court testimony.

Qualifications

• College degree OR 4+ years in customer service, conflict management, public administration, or interpretation of technical content.
• Strong customer service and communication skills; ability to speak in public forums.
• Ability to obtain Special Police Powers from IMPD.
• Valid Indiana driver’s license and access to a City vehicle.
• Proficient with Word, Excel, Outlook and GPS software.

Responsibilities

• Read, interpret, and explain local ordinances to others.
• Conduct field inspections of properties for compliance with land use regulations.
• Research land use petitions, permits and case files related to investigations.
• Refer to zoning maps, site plans and plats; research legal property information.
• Initiate enforcement actions including issuing citations and testifying in court.
• Represent BNS in court, at neighborhood meetings, and with other agencies.
• On-call rotation for after-hours investigations and inspections.
• Maintain subject-matter expertise in codes and adjudication processes; may expand as needed.
