Job summary

City of Riverside in Dayton, Ohio seeks an experienced Zoning Administrator to interpret and enforce zoning codes, coordinate with Planning Commission and Boards, and promote orderly growth. Under the direction of the Community Development Director, the Zoning Administrator will manage the permitting process, provide public information, and prepare reports and maps for city planning efforts.

Qualifications

  • Bachelor’s degree in urban planning or Public Administration, plus 2+ years in urban planning or public administration.
  • AICP certification or ability to obtain.
  • Understanding of zoning principles and applications.
  • Working knowledge of Microsoft Office; familiarity with GIS preferred.

Responsibilities

  • Provides zoning administrative support to the public by answering questions, processing complaints and information requests, and explaining application procedures and the development review process.
  • Oversees, interprets, and enforces the zoning code and permitting process.
  • Provides administration of the City’s zoning, code enforcement, and permitting programs.
  • Prepares reports, correspondence, maps, charts, posters, and other visual aids to support comprehensive plans and special projects.
  • Conducts research, data analysis, and report preparation, including reviewing internal and County records, and updating information on zoning regulations, the comprehensive plan, and department policies.
  • Implements local Floodplain regulations in compliance with State and Federal requirements, updating flood maps, plans, and policies of the community, and any activities related to the administration of the National Flood Insurance Program (NFIP).
  • Prepares oral and written presentations to the Planning Commission, Board of Zoning Appeals, and other multi-jurisdictional Boards and Commissions, as necessary.
  • Conducts field investigations for zoning, development, and public nuisance cases.
  • Serves as the Housing Officer for the Community Reinvestment Area (CRA) Program and staff liaison to the CRA Housing Council.
  • Serves as the primary staff liaison for the Planning Commission, the Board of Zoning Appeals, and the Property Maintenance Appeals Board.
  • Works closely with the business community on code and zoning issues within the City.
  • Assists in the planning and coordination of the Department's community outreach events.
  • Uses the zoning map to locate properties and their respective zones.

Required Qualifications
  • Possession of a bachelor’s degree in urban planning, Public Administration, a related field, and/or two (2) or more years of experience in Urban Planning or Public Administration.
  • Possession of AICP (American Institute of Certificate Planners) license or ability to obtain AICP in a reasonable time.
  • Understanding of zoning principles and applications.
  • Working knowledge of Microsoft Office programs and familiarity with Geographic Information Systems (preferred but not required).
  • Knowledge and familiarity with departmental, city, and state rules, regulations, ordinances, and policies obtained after hire.
  • Must possess and maintain a valid Ohio driver’s license.
  • -OR- equivalent qualifications for the position as determined on a case-by-case basis.
