Job summary

The City of Riverside is seeking a motivated Zoning Administrator to join the Community Development Department. This mid-level role interprets, explains, and enforces the City’s zoning codes, ensuring compliance with local ordinances.

Qualifications

• Bachelor’s degree in Urban Planning, Public Administration, or related field, and/or two years of experience.
• AICP certification or ability to obtain within a reasonable timeframe.
• Knowledge of zoning principles and applications.
• Proficiency with Microsoft Office; GIS knowledge preferred.
• Strong research, communication, and presentation skills.
• Equivalent qualifications may be considered.

Responsibilities

• Serve as the primary resource for zoning questions, complaints, and information requests.
• Interpret and enforce zoning codes and oversee the permitting process.
• Administer zoning, code enforcement, and permitting programs.
• Prepare reports, maps, charts, and other visual aids to support projects.
• Conduct research, analyze data, and update zoning regulations and department policies.
• Implement and oversee local Floodplain regulations and NFIP compliance.
• Prepare and deliver presentations to the Planning Commission, Board of Zoning Appeals, and other boards.
• Conduct field investigations for zoning, development, and nuisance cases.
• Staff liaison for CRA Housing Council and Housing Officer duties.
• Staff liaison for Planning Commission and other boards.
• Collaborate with business community on zoning and code issues.
• Assist in planning community outreach events and communicate with residents.
• Prepare agenda packets and attend zoning-related meetings.

The City of Riverside is seeking a motivated and detail-oriented Zoning Administrator to join our Community Development Department. This mid-level role is key to interpreting, explaining, and enforcing the City’s zoning codes and ensuring compliance with local ordinances. The Zoning Administrator collaborates with internal departments, elected officials, the Planning Commission, the Board of Zoning Appeals, and community members to guide development and help shape the future of our community.

Key Responsibilities

• Serve as the primary resource for zoning questions, complaints, and information requests.
• Interpret and enforce zoning codes and oversee the permitting process.
• Administer zoning, code enforcement, and permitting programs.
• Prepare reports, correspondence, maps, charts, and other visual aids to support projects and planning efforts.
• Conduct research, analyze data, and update zoning regulations and department policies.
• Implement and oversee local Floodplain regulations and compliance with the National Flood Insurance Program (NFIP).
• Prepare and deliver presentations to the Planning Commission, Board of Zoning Appeals, and other boards.
• Conduct field investigations for zoning, development, and nuisance cases.
• Serve as the Housing Officer for the Community Reinvestment Area (CRA) Program and staff liaison to the CRA Housing Council.
• Act as primary staff liaison for the Planning Commission, Board of Zoning Appeals, and Property Maintenance Appeals Board.
• Collaborate with the business community on zoning and code issues.
• Assist in planning community outreach events and maintain effective communication with residents and stakeholders.
• Prepare agenda packets and attend zoning-related meetings.

Qualifications

• Bachelor’s degree in Urban Planning, Public Administration, or related field, and/or at least two (2) years of relevant experience.
• AICP (American Institute of Certified Planners) certification or ability to obtain within a reasonable timeframe.
• Knowledge of zoning principles and applications.
• Proficiency with Microsoft Office; GIS knowledge preferred.
• Strong research, communication, and presentation skills.
• Equivalent qualifications may be considered.
