Job summary

Norfolk County Council seeks 21 Zone Managers to drive the SEND and Inclusion Transformation across Norfolk. You will lead strategic and operational delivery for a zone, collaborate with partner organisations, and influence resource deployment to improve outcomes for children and families.

You will convene multi-agency teams, use local intelligence to plan and monitor delivery, and safeguard children while managing risk.

Qualifications

• Significant experience in education, SEND or Children's Services.
• Strong understanding of how education settings support additional needs.
• Ability to provide system leadership without direct line management authority.
• Autonomous and decisive, able to handle complexity and risk.
• Experience coordinating cross-team or cross-organisational work.
• Excellent communication and relationship-building skills.

Responsibilities

• Provide strategic and operational leadership for SISM activity across your zone, ensuring engagement and improvement activity is coordinated.
• Set local priorities and coordinate activity with partners to secure progress.
• Convene professionals from education, health, social care and other organisations.
• Plan, negotiate and influence deployment of resources based on local need.
• Coordinate requests for support and ensure actions are progressed.
• Chair and coordinate key zone meetings and manage escalation.
• Use zone data to identify themes and inform planning and recommendations for senior leaders.
• Provide quality assurance and drive improvement, sharing learning across settings and partners.
• Safeguard children and young people and manage risk with safeguarding and statutory compliance.
