Job summary

The City of Rock Hill is seeking a YouthBuild Project Manager to lead the grant-funded YouthBuild program under the Executive Director, ensuring full compliance with DOL/ETA grant requirements and related federal regulations. The role drives day-to-day operations, including recruitment, education and skills training, leadership development, and budget management.

Qualifications

• Bachelor's degree in social services, education, public administration, nonprofit management, or related field.
• Minimum 5 years managing youth workforce development programs.
• At least 2 years supervisory experience.
• Bilingual or multilingual ability relevant to the population served.
• Valid Driver’s License.

Responsibilities

• Direct all aspects of YouthBuild program implementation.
• Serve as primary liaison to the DOL/ETA Federal Project Officer and prepare reports.
• Recruit, hire, train, supervise, evaluate program staff.
• Oversee participant recruitment, eligibility, and enrollment.
• Ensure integration of education, occupational skills training, leadership development, and counseling/support services.
• Monitor and manage the program budget and subcontracts.
• Establish partnerships with local Workforce Development Boards, colleges, employers, and organizations.
• Ensure data integrity and timely entry into reporting systems.
• Lead quality improvement efforts and corrective action plans.
• Ensure compliance with WIOA and equal opportunity requirements.
• Represent the program at meetings, trainings, and conferences.
• Maintain participant case files and audit-ready records.
