Job summary

One80 Place is seeking a Youth Data and Evaluation Manager to lead data analysis and program evaluation for YHDP-funded initiatives. The role partners with youth-serving providers, the Youth Action Board, and cross-system partners to drive CQI and demonstrate progress toward better outcomes for youth experiencing homelessness.

The position is funded by HUD’s YHDP and involves working with the Data and Compliance Team across Charleston or Columbia offices, with occasional travel between locations

Qualifications

  • Bachelor’s degree or equivalent combination of education and experience.
  • 3+ years of experience in data analysis, performance measurement, program evaluation, or a closely related role.
  • Demonstrated experience producing actionable insights from complex datasets and communicating findings to non-technical audiences.
  • Strong skills in Excel and at least one data visualization tool (e.g. Power BI).
  • Ability to work collaboratively with diverse partners across agencies and systems.
  • Strong organization, problem-solving, and written/oral communication skills.

Responsibilities

  • Design and lead qualitative and quantitative evaluations of YHDP-funded projects and related homelessness initiatives.
  • Build, implement, and maintain the youth-focused CQI Plan in collaboration with the Data and Compliance Team and YAB.
  • Ensure the YHDP CQI Plan is integrated into One80 Place’s broader Performance and Quality Improvement (PQI) approach.
  • Lead quality improvement efforts by identifying performance issues, communicating those to providers and their staff, initiating improvement plans and monitoring activities to ensure improvements are made.
  • Prepare evaluation summaries, performance briefs, and presentations for diverse audiences (providers, cross-system partners, funders, and community leadership).

Description

As a member of One80 Place's Data and Compliance Team, the Youth Data and Evaluation Manager leads community-wide data analysis and program evaluation to strengthen the response to youth homelessness, including initiatives funded through the Youth Homelessness Demonstration Program (YHDP). The role partners with youth-serving providers, the Youth Action Board (YAB), and cross-sector systems (e.g., child welfare and juvenile justice) to support continuous quality improvement (CQI) and demonstrate progress toward improved outcomes for young people.

This position is funded in whole by the Department of Housing and Urban Development's Youth Homelessness Demonstration Program (YHDP).

One80 Place ends and prevents homelessness throughout South Carolina with offices located in Charleston and Columbia. This position may be located in the Charleston or Columbia office with some travel required between offices.

Status: Full-time, Regular, Exempt

Specific Duties

Evaluation & Continuous Quality Improvement (CQI)

  • Design and lead qualitative and quantitative evaluations of YHDP-funded projects and related homelessness initiatives.
  • Build, implement, and maintain the youth-focused CQI Plan in collaboration with the Data and Compliance Team and YAB.
  • Ensure the YHDP CQI Plan is integrated into One80 Place’s broader Performance and Quality Improvement (PQI) approach.
  • Lead quality improvement efforts by identifying performance issues, communicating those to providers and their staff, initiating improvement plans and monitoring activities to ensure improvements are made.
  • Prepare evaluation summaries, performance briefs, and presentations for diverse audiences (providers, cross-system partners, funders, and community leadership).

Data Analysis and Dashboards

  • Develop, revise, and monitor dashboards and recurring performance reports (e.g., monthly inflow/outflow, outcome measures, etc.) to track community progress toward preventing and ending youth homelessness.
  • Conduct ongoing data analysis to monitor program performance, identify trends, identify gaps, and inform program and system improvements.
  • Review monthly HMIS reports to ensure data quality, reliability, and timeliness standards are met across participating providers.

Data Governance and Partnerships

  • Establish and support data sharing agreements and related workflows with cross-sector partners (child welfare, juvenile justice, education), in alignment with applicable privacy and confidentiality requirements.
  • Build data literacy among YAB members and other stakeholders by creating accessible materials and facilitating discussions that connect data to lived experience and program objectives.
  • Support providers who serve youth in contributing data to HMIS or establish a process by which they regularly share data and information on the youth they serve.

Requirements

Required Qualifications

Preferred Qualifications

  • Experience with Homeless Management Information Systems (HMIS), HUD homelessness programs/reporting, or other human services data systems.
  • Experience developing or implementing data sharing agreements.
  • Experience conducting mixed-methods evaluations (e.g., interviews/focus groups alongside quantitative analyses).

  • Superior communication skills, verbal and written.
  • Ability to relate effectively to individuals experiencing homelessness.
  • Corrective vision and hearing to normal range.
  • Ability to move between service locations, lift 25 pounds.
