The position entails assisting youth through enrollment, participation, and follow-up, with flexible hours including some evenings and weekends as program needs dictate.

Qualifications

  • High school diploma or equivalent required; associate or bachelor’s degree in related field preferred.
  • Experience with youth programs or workforce development preferred.
  • WIOA experience preferred.
  • Strong communication and relationship-building skills.
  • Ability to manage multiple responsibilities and maintain documentation.
  • Reliable transportation may be required for outreach and community activities.
  • Evenings or weekends may be needed based on program needs.

Position Snapshot: Part-Time Youth Case Manager / Outreach & Recruitment Specialist
Location: Georgia

The Part-Time Youth Case Manager / Outreach & Recruitment Specialist supports the WIOA Youth Program by providing case management, outreach, recruitment, employment support, partner engagement, and follow-up services. This position will work directly with youth participants while also helping strengthen community relationships and increase awareness of available program services.

The position will maintain a limited participant caseload and support youth from enrollment through program participation and follow-up.

Roles and Responsibilities
Case Management & Participant Support
  • Conduct participant assessments and identify education, employment, supportive service, and career development needs.
  • Assist youth with developing individualized goals and service plans.
  • Maintain a limited caseload and provide ongoing mentoring, coaching, and participant support.
  • Connect youth to education, training, employment, supportive services, and community resources.
  • Monitor participant progress and maintain regular communication throughout program participation.
Outreach & Recruitment
  • Conduct outreach and recruitment activities for eligible in-school and out-of-school youth.
  • Represent the program at schools, job fairs, community events, hiring events, and workforce activities.
  • Build relationships with schools, community organizations, employers, and referral partners.
  • Follow up with prospective participants and assist with maintaining engagement through the enrollment process.
  • Promote WIOA Youth services through presentations, community outreach, phone, email, and other recruitment strategies.
Employment & Work-Based Learning
  • Support participants with career exploration, job readiness, resume development, and employment preparation.
  • Assist with identifying and developing Work Experience (WEX), On-the-Job Training (OJT), internships, and employment opportunities.
  • Develop and maintain relationships with employers that can support youth employment and work-based learning opportunities.
Partner Engagement & Follow-Up
  • Maintain positive relationships with workforce partners, community organizations, employers, and other stakeholders.
  • Participate in partner meetings and workforce system activities as assigned.
  • Work collaboratively with the One-Stop Operator and workforce partners to support referrals and service coordination.
  • Provide follow-up services to exited WIOA Youth participants.
  • Maintain contact with exited participants to monitor employment, education, training, and supportive service needs.
Documentation & Compliance
  • Maintain accurate and timely participant records, case notes, outreach documentation, and follow-up records.
  • Enter required information into the program’s Management Information System (MIS).
  • Track participant services, outreach activities, referrals, and outcomes.
  • Ensure documentation and services are completed in accordance with WIOA and organizational requirements.
Qualifications
  • High school diploma or equivalent required; Associate’s or Bachelor’s degree in Human Services, Education, Workforce Development, Social Work, or a related field preferred.
  • Experience working with youth, workforce development, community outreach, human services, or case management preferred.
  • WIOA experience preferred.
  • Strong communication, relationship-building, organization, and follow-through skills.
  • Ability to engage effectively with youth, families, employers, community organizations, and workforce partners.
  • Ability to maintain accurate documentation and manage multiple responsibilities.
  • Basic computer and data-entry skills required.
  • Reliable transportation may be required for outreach and community activities.
  • Ability to work occasional evenings or weekends based on program needs.
