Job summary

Under the direction of the Director, Workforce Solutions, theWorkforce Solutions Business Development Officer, leads businessdevelopment, employer engagement, and strategic partnershipinitiatives that advance Workforce Solutions’ growth objectives.

The position is responsible for identifying and cultivating newbusiness opportunities, developing customized workforce trainingand talent solutions, and expanding relationships with employers,industry associations, and community partners.

This role serves as a senior individual contributor responsible fordriving revenue growth through consultative sales strategies,partnership development, and market expansion. The positionoperates with substantial independence and discretion, influencingcross-functional stakeholders and representing MATC externallywhile advancing opportunities from prospect identification throughpartnership implementation.

Characteristic Duties and Responsibilities
  • Business Development Strategy & Market Expansion:
    • Develops and executes proactive business development strategiesthat support Workforce Solutions growth objectives.
    • Identifies target industries, priority employer segments,emerging workforce trends, and market opportunities to expandMATC's presence and increase revenue-generating partnerships.
  • Employer Engagement & Relationship Development:
    • Cultivates and manages relationships with employer executives,human resource professionals, learning and development leaders,operations stakeholders, industry associations, and workforcedevelopment partners.
    • Represents MATC at business, industry, and community events topromote Workforce Solutions offerings and establish long-termstrategic partnerships.
  • Consultative Solution Design & Workforce Planning:
    • Leads discovery and needs assessment discussions with employersto identify workforce challenges, skill gaps, and organizationalobjectives.
    • Collaborates with academic, workforce, and operational partnersto develop customized training programs, talent pipelineinitiatives, and workforce solutions aligned with employer needsand institutional capabilities.
  • Proposal Development, Negotiation, & OpportunityAdvancement:
    • Develops and delivers presentations, partnership proposals, andbusiness recommendations that communicate value and address clientobjectives.
    • Facilitates negotiations, advances opportunities through thesales cycle, and works within established approval processes tosecure agreements and partnerships.
  • Strategic Partnership Management:
    • Establishes and strengthens strategic employer and industrypartnerships that support workforce development, talentadvancement, and organizational growth.
    • Maintains ongoing engagement with key partners to identifyexpansion opportunities, strengthen collaboration, and maximizelong-term partnership outcomes.
  • Cross-Functional Collaboration & StakeholderLeadership:
    • Coordinates with Workforce Solutions staff, academicleadership, faculty, marketing, grants, and college stakeholders toadvance employer opportunities and support successful partnershipimplementation.
    • Provides functional leadership and guidance by aligningstakeholders around employer needs, project priorities, andsolution strategies.
  • Sales Pipeline Management & Performance Analytics:
    • Maintains accurate customer relationship management (CRM)records and manages a comprehensive pipeline of prospective andactive opportunities.
    • Monitors sales activity, revenue forecasts, partnershipoutcomes, and key performance indicators to evaluate effectiveness,inform decision-making, and support continuous improvementefforts.
  • Collaborative Teamwork: Establishes, maintains, andenhances positive work relationships with staff, faculty, andadministrators.
  • Ethics & Confidentiality:
    • Practices honesty by demonstrating a consistent anduncompromising adherence to strong moral and ethical principles,values, truthfulness, and accuracy in all actions.
    • Addresses all student and employee behavior in a confidentialand respectful manner.
  • Continuous Learning & ProfessionalDevelopment:
    • Maintains current knowledge of best practices and standards inhigher education with an emphasis on community colleges.
    • Actively organizes and/or participates in applicableworkgroups, trainings, workshops, seminars, committees, andprofessional associations or conferences to promote continuouslearning.
  • Other Duties: Performs other related duties within thescope of the position as required for the efficient operation ofthe division and to support institutional objectives.
Qualifications

Compliance with all state, federal, and accreditationstandards/requirement, as well as all MATC policies andprocedures.

Required Education & Experience
  • Bachelor’s degree in Business Administration, Marketing,Communications, Education, Workforce Development, or a closelyrelated field.
  • At least five (5) years of progressively responsible workexperience in strategic partnerships, Business To Business (B2B) orconsultative sales, employer engagement, business development,workforce development, or a closely related field.
Preferred Education & Experience
  • Master's degree in a related field.
  • More than five (5) years of progressively responsibleexperience in strategic partnerships, B2B or consultative sales,employer engagement, business development, workforce development,or a related field.
  • Experience managing a full sales cycle and significantorganizational relationships

Start Date : This position supports the Workforce SolutionsDepartment and is available to start as soon as possible.

Job Parameters: This is a 1.0 FTE or 40 hours per work weekposition . Hours are typically Monday through Friday during normalbusiness hours. This position is eligible for a flexible workassignment after probationary period of six months issatisfied.

Salary Information: This is a exempt salaried position.Salaries determination is based on years of experience, internalsalary equity, and a review of the applicant's employment andeducational background as listed on the fully completed jobapplication.
