Job summary

PCL Industrial Services, Inc. in Chandler, Arizona, seeks a Workforce Manager to lead workforce planning, labor relations, and talent strategies across states, ensuring skilled craft professionals are deployed where needed for complex industrial construction projects.

You will drive pre-employment processes, safety training coordination, and manage relationships with craft personnel and project teams to support successful project delivery.

Qualifications

  • Bachelor's degree or related field preferred.
  • 10 years progressive lead/foreperson or labor-relations experience preferred.
  • 5+ years supervisory experience required.
  • Ability to lead cross-functional teams of recruiters and workforce staff.
  • Strong relationship-building and confidentiality skills.
  • Proven experience in full-cycle recruitment and talent acquisition strategies.
  • Knowledge of employment/testing protocols and regional laws.

Responsibilities

  • Extend offers and onboarding for crafts personnel and maintain correspondence.
  • Source candidates through multiple channels to maintain a strong pipeline for hard-to-fill roles.
  • Collaborate with project teams to understand demands and needs.
  • Ensure pre-employment testing is completed accurately.
  • Coordinate safety training for new hires on each jobsite with field teams.
  • Guide supervisors through disciplinary processes and performance improvement plans.
  • Act as liaison to resolve grievances and escalate issues when needed.
  • Advise management on temporary labor agency administration.

Here's how a Workforce Manager for PCL Industrial Services, Inc. within Arizona Industrial contributes to our team:

  • Extend offers and ensures that all related correspondence and onboarding requirements for crafts persons are met.
  • Actively sources candidates through a variety of channels to improve candidate quality and maintain a balanced pipeline of candidates for hard-to-fill roles.
  • Work closely with project team to review and understand project demands and needs.
  • Ensure pre-employment testing is accurately completed.
  • Work with appropriate project and field team members to identify training needs and coordinate safety training for new hires on each jobsite.
  • Guide and coach supervisors through progressive disciplinary process for crafts persons, including the development and delivery of performance improvement plans and/or progressive disciplinary strategies on employee-relations issues up to and including termination.
  • Seen as a liaison with craft and management to resolve grievances and investigate employee issues.
  • Analyzes, understands, and temporary labor agencies
  • Advance issues that meet predefined criteria and uses judgment to assess risk and sensitivity to discern when to bring forward to employee needs to management.
  • Advise management on matters related to the administration of temporary labor agencies
Qualifications
  • Craftsperson certificate or bachelor's degree in a related field preferred. Certificate in negotiation or equivalent experience preferred.
  • 10 years of progressive experience in lead hand/foreperson role and/or labor relations or a related field preferred.
  • 5+ years of supervisory experience.
  • Ability to effectively lead a team comprising of craft recruiters, workforce specialists, and workforce supervisors.
  • Seen as a trusted advisor with outstanding relationship leadership skills with the ability to establish and maintain effective relationships with key partners and handle confidential information.
  • Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
  • Demonstrates knowledge and experience with full-cycle recruitment and development of talent acquisition strategies.
  • Knowledge of alcohol and drug testing protocol and laws.
  • Experience building and implementing a employee recruitment and relations strategy for the district.
  • Experience with succession planning for departments and/or divisions.
  • Validated critical-thinking skills.
