Job summary

North Central Missouri College seeks an Executive Director to serve as the chief administrative and strategic leader for the Workforce Development Board of North Missouri. This role oversees federal, state, and local workforce programs, driving administration, operations, and strategic direction across the region.

The position requires managing personnel, coordinating with regional authorities, and ensuring compliance with regulations while building strong employer relationships to expand access

Qualifications

  • Bachelor's degree and/or equivalent experience in managing personnel in state-related programs.
  • Experience with volunteer Boards and following federal/state regulations.
  • Forward thinking with the ability to build consensus across diverse groups; strong organization.

Responsibilities

  • Liaise between the Workforce Development Board, the state, CLEOs and North Central Missouri College.
  • Manage Board staff in alignment with North Central Missouri College policies.
  • Provide general oversight to the North Missouri One-Stop Job Center system.
  • Develop and implement the Local Region’s Workforce Development Plan.
  • Prepare agendas and coordinate meetings with Board, Committees, and Elected Officials.
  • Facilitate procurement and contract oversight of the Region’s service providers.
  • Develop and manage budgets.
  • Oversee program implementation and assess program outcomes.
  • Maintain the Board’s policy manual and governing documents.
  • Ensure compliance with Federal and State regulations and policies.
  • Create relationships with regional employers to build trust and increase utilization of the public workforce system.
  • Provide oversight to the region’s business services staff.
  • Attend training and meetings to meet goals of the Region’s elected officials and Board.
  • Ensure the Board’s programs remain high performance and impactful by monitoring outcomes.

Position Summary

The Executive Director serves as the chief administrative and strategic leader for the Workforce Development Board of North Missouri. This position is responsible for the administration, operational oversight, and strategic direction of federal, state, and local workforce development programs across the region.

Essential Functions

Duties and responsibilities include but are not limited to

  • Serve as liaison between the Workforce Development Board, the state, chief local elected officials (CLEOs) and North Central Missouri College.
  • Manage Board staff in alignment with North Central Missouri College policies.
  • Provide general oversight to the North Missouri One-Stop Job Center system.
  • Work with the Board to develop and implement the Local Region’s Workforce Development Plan
  • Work with the Board, Committees, and Elected Officials to prepare agendas and coordinate meetings.
  • Facilitate the procurement and contract oversight of the Region’s service providers.

  • Ensure the Board’s programs remain high performance, and impactful to the region, by monitoring outcomes, including federally negotiated performance goals.
  • Be a spokesperson and advocate for rural workforce development needs.
Requirements
Qualifications
Education

Bachelor's degree and/or multiple years of experience which must include a combination of managing personnel in state-related programs preferred.

Experience

Experience working with volunteer Boards, as well as following and implementing federal/state regulations is preferred.

Skills

Must be forward thinking and possess the ability to support a vision by strategically working with many different types of groups and formulate consensus from many expressed viewpoints. Strong organizational and communication skills, ability to manage personnel, and maintain a high degree of integrity and confidentiality.

Physical Demands

Moving about in buildings and on the NCMC campuses; reaching, pulling, and pushing when performing office duties; remain stationary at a desk for extended periods while working on a computer and answering phones; traveling in a car from one location to another; ascending and descending stairs; able to do repetitive tasks.

Environmental Demands

Fluctuations while moving on tile and carpeted floors in a heated and air-conditioned environment.
