Job summary

VLCT in Montpelier, Vermont seeks a Workers’ Compensation Claims Representative or Trainee to manage claims for our PACIF pool serving municipal members. The role emphasizes independent judgment, investigation, negotiation, and timely reporting.

This professional position requires a Vermont WC Adjuster license (or ability to obtain within six months), strong communication, and willingness to travel within Vermont; remote work within VT is possible.

Qualifications

Workers’ Compensation Claims Representative or Trainee

Are you interested in joining a mission-driven organization and team of dedicated colleagues? We seek a claims professional to serve our municipal membership within VLCT’s self-insured property, casualty, and workers’ compensation pool. We will consider candidates with various levels of workers’ compensation experience or will consider training an appropriate entry level candidate.

This key position provides expertise to members for claims underwritten by the VLCT Property and Casualty Intermunicipal Fund (PACIF) trust. Knowledge of claim principles and law, especially workers’ compensation, is preferred but not required; familiarity with risk pooling and/or local government is helpful. This position requires a high degree of independent decision making, time management skills, and an ability to multi-task.

This position reports to the Manager, Workers’ Compensation Claims. Duties include investigation and management; completing and submitting state forms; working closely with medical providers, legal counsel, and the Vermont Department of Labor; mediating and negotiating settlements; and adjusting claims in compliance with Vermont’s workers’ compensation statute.

Requirements

• Excellent communication and problem-solving skills and the ability to analyze information;
• Valid driver’s license;
• Some in-state travel and evening hours, such as meeting with members and injured workers and attending mediations, hearings, or selectboard meetings;
• High School Diploma or Equivalent;
• Current Vermont workers’ compensation adjuster license, or ability to obtain within six months.

The salary ranges between $62,000 and $75,000 depending on experience and which position is offered.

JOB DESCRIPTION

WORKERS’ COMPENSATION CLAIMS REPRESENTATIVE

FLSA Designation: Exempt

Nature and Scope of Position

This is a professional claims handling position in the Risk Management Services Department. This position requires a Vermont Workers’ Compensation Adjusters license, effective communication skills, and the ability to make independent judgments. The representative performs a range of diversified duties in the processing and settling of workers’ compensation claims and may be entrusted with discretionary settlement authority established by the Manager, Workers’ Compensation Claims. This position reports to the Manager, Workers’ Compensation Claims.

Duties and Responsibilities

• Conduct routine investigation of workers’ compensation claims.
• Take written or audio recorded statements.
• Recognize and resolve compensability issues.
• Communicate effectively with physicians, attorneys, vocational counselors, Department of Labor staff, and members.
• Review, analyze, and act on medical and investigative reports.
• Set claim reserves to reflect anticipated cost associated with the claim.
• Prepares state workers’ compensation forms.
• Issue timely and appropriate WC benefits per Vermont WC statutes.
• Completes all requested reports, logs etc. in a timely and competent manner.
• Recognize and pursue subrogation.
• Interpret and apply pertinent federal and state regulations.
• Prepare proper and reports in a timely manner as required by workers’ compensation statues and excess carriers’ requirements.
• Prepare comprehensive, clear, and concise technical reports as requested.
• Perform other duties and projects as assigned by the Manager, Workers’ Compensation Claims.
• Negotiate settlements within established level of authority when applicable.
• Negotiate with attorneys and claimants.
• Undertake informal workers’ compensation hearings.
• Work closely with defense counsel in litigation.
• Audit defense bills and resolve billing issues.
• Attend mediations and depositions.
• Becomes involved in negotiating settlements when necessary.
• Apply the principles of primary and reinsurance coverage and submit reports as required.
• Prepare proper and timely internal and statutory reports/forms as required.
• Participate in a variety of special projects and assignments.
• Engage in public speaking when necessary.
• Attend member selectboard meetings to provide claim status reports as requested.
• Report workplace hazards and other safety-related issues to Manager, Workers’ Compensation Claims.
• Perform other projects and duties as assigned by the Manager, Workers Compensation Claims.

• Valid State of Vermont Workers’ Compensation Adjuster License.

• Knowledge of the basic principles of handling workers’ compensation claims.
• Knowledge of the rules and regulations of the WC Risk Sharing Pool.
• Knowledge of the organization, policies, and procedures of Vermont local government.
• Knowledge of insurance and risk management practice and principles.
• Ability to learn the principle of reinsurance contracts including reporting procedures and method of recovery.
• Ability to investigate WC claims.
• Ability to analyze problems and identify various solutions, anticipated possible complications, and resolutions.
• Ability to analyze information and statistics.
• Ability to establish and maintain effective working relationships with co-employees and others contacted in the course of work.
• Ability to operate general office equipment.

• Possession and maintenance of a valid driver’s license.
• Excellent communication and interpersonal skills that will include the ability to communicate clearly, both orally and in writing, with various municipal officials, co-workers, and business partners.
• Ability to work cooperatively and productively with others.
• Willingness and ability to travel extensively within Vermont and attend evening and weekend meetings as necessary, including occasional out of state travel.

Education, Training, and Experience

Bachelor’s degree or equivalent experience required. Three years of workers’ compensation claims handling experience is required. Experience working with self-insurance programs, public or governmental entities, and excess insurance carriers highly desirable. Possession of or current enrollment in the Associate in Claims (AIC) designation is preferred. Experience and training with Windows-based computer software, preferably Microsoft Office Word, Excel, and Teams.
