Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

This position is responsible for developing, reviewing, coordinating, and administering Work Authorizations, Job Hazard Analyses (JHAs), Lockout/Tagout (LOTO) documentation, and supplementary permits required for work execution within controlled systems, equipment, and operational areas. The role serves as the primary interface between construction, commissioning, operations, maintenance, and safety personnel to ensure work activities are properly evaluated, authorized, communicated, and documented prior to execution. #LI-SP1

Major Responsibilities:
  • Develop and prepare Work Authorization permits with accurate work scopes, locations, equipment identification, and execution requirements.
  • Verify permit packages contain all required supporting documentation, including JHAs, risk assessments, isolation permits, and specialty permits.
  • Ensure permits are specific to the intended work scope and contain sufficient detail for safe execution.
  • Maintain permit records, revisions, revalidations, and closeout documentation.
  • Review proposed work activities to identify hazards and required controls.
  • Confirm applicable permits are identified, including:
    • Hot Work
    • Confined Space Entry
    • Line Break
    • Hazardous Work
    • Energy Isolation / LOTO
    • Testing and Commissioning permits
  • Ensure all work activities are supported by approved JHAs and risk assessments.
  • Interface with Operations, Commissioning, Construction, Safety, Tagging Authorities, and Work Group Supervisors.
  • Coordinate permit approvals and secure required signatures prior to issuance.
  • Communicate work scope and plant impacts to affected stakeholders.
  • Participate in daily planning and SIMOPS meetings to identify potential conflicts and permit restrictions.
  • Verify permit documentation is complete, accurate, and compliant with project procedures.
  • Review permits for consistency with system boundaries, isolations, and operational status.
  • Audit active permits for compliance and proper field implementation.
  • Assist in resolving permit discrepancies and authorization conflicts.
  • Support permit issuance and re-issuance as required by shift changes and work progression.
  • Track permit status from preparation through closure.
  • Monitor active work authorizations and notify responsible parties of permit expirations or changing plant conditions.
  • Assist in permit closeout and restoration activities upon completion of work.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
Required Knowledge and Skills:
  • Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work to be undertaken, preferably in a lump-sum turn-key environment.
  • The ideal candidate possesses extensive and abroad technical experience of commissioning, startup, operation, maintenance, and testing of Mechanical Systems/Components of Oil & Gas Processing Facilities.
  • Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in Mechanical Commissioning roles.
  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
  • Possesses effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner. Collaborates well in a team environment.
  • Good leadership skills & able to supervise craft for testing, startup, and operations activity.
  • Good knowledge in MS Word, Excel, Visio, PowerPoint, and other relevant Bechtel used applications (Aconex, Set Route).
  • Understands project workflows from design, estimation, construction administration and coordination, and fabrication.
Preferred Qualifications
  • Experience on an LNG construction site especially along the U.S. Gulf Coast.
  • Experience in the design of LNG facilities.
  • Understanding of applicable Bechtel work processes including Standard Work Process Procedures.
  • Familiarity with Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
  • Strong supervision experience including the ability to lead and manage change.
Additional Information:
  • Must be willing to work a flexible schedule if required, including,but not limited to nightshift or split shift.
  • Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
