The Florida Department of Transportation is seeking a WF ANALYTICS & POLICY PLANNING MANAGER in Tallahassee. This role leads the data analytics and HR records teams and drives executive-level data storytelling to shape policy decisions.

You will supervise staff, oversee reporting, and coordinate HR policy updates, with a focus on secure data management and strategic workforce insights for organizational goals.

Responsibilities

  • Spends the majority of time supervising, communicating with, motivating, training, and evaluating employees and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay-off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
  • As a key member of the HRO leadership team, this role contributes to the development and strategic planning of agency-wide goals. Bridges the gap between raw data and executive strategy by designing and delivering high-level data presentations to senior leadership. Facilitates fiscal year projects and prepares executive summaries to guide management in formulating policy decisions.
  • Oversees the data analytics team to guarantee all ad hoc and scheduled workforce reporting requests are completed accurately and timely. Leads efforts to establish and update concise reporting methodologies across the unit. Manages data migrations, executes mass loads, governs systems access, and ensures all HRO networks remain highly secure.
  • Oversees the records team to ensure public record requests are processed accurately and timely, collaborating with the Office of General Counsel when necessary. Enforces strict compliance with state laws and agency rules regarding confidential personnel files. Verifies document expiration dates to ensure the secure, scheduled purging and disposal of archived records.
  • Serves as the department’s subject matter expert for performance management, and ensures year-round communications are sent prompting supervisors to set expectations and meet completion deadlines.
  • Coordinates the routine update of HR policies, procedures, and official forms in partnership with the Organizational Development Office. Acts as the central point of contact for HR training documentation, creates and maintains internal resources. Works with HRO subject matter experts to design, develop and deliver HRO training modules, including manuals, handouts, and instructional materials.

Your Specific Responsibilities:

The successful candidate will have the following required Knowledge, Skills, and Abilities:

Skills in:
