The Department of Ecology is hiring aWeb Technology Specialist (Web Designer & UI/UX Specialist 3)within the Executive Communications Team.

Location:

• Headquarters Office in Lacey, WA.
• Upon hire, you must live within a commutable distance from the duty station.

Schedule:

• This position is eligible for telework and flexible schedule options.
• You may telework most of your work time with occasional in-person meetings and activities.Specific availability may be required at times for web testing and support.
• Schedules are dependent upon position needs and are subject to change.

Join us as a Web Technology Specialist, where you’ll play a critical role connecting the strategic management of our enterprise website with effective technical implementation, using your expert-level analytical skills to make a real impact. In this role, you will leverage your strong technical knowledge and business insights to evaluate complex data sets and develop solutions that support the agency’s business priorities.

Your responsibilities will include collaborating with internal partners and external vendors to ensure technology solutions are usable and accessible for agency staff, management, educators, partner agencies, legislators, and a variety of public audiences. As our Web Technology Specialist, you’ll act as both the business analyst and content architect for the agency’s external website, providing essential recommendations to support the diverse business needs of the agency’s programs and fulfill the functional needs of end-users.

What you will do:

• Plan, organize, develop, and manage the agency web strategy and digital content standards.
• Serve as the enterprise content management system business lead for complex problem resolution and vendor solutions.
• Resolve user issues and debug content management system errors through diagnosis and testing.
• Implement, monitor, and examine key site performance metrics related to agency goals and strategic priorities through the use of industry-leading analytical applications.
• Develop comprehensive business cases to describe the problem, examine root causes and impacts, identify gaps and shortcomings, and recommend solutions.
• Manage account access, user permissions, and administrative aspects of cloud-based software solutions.
• Conduct consistent, formal end-user training sessions for agency web personnel.
• Position the website to support agency priorities through data-driven user feedback studies.

Required Qualifications:

Five (5) years of experience and/or education as described below:

• Experiencein complex web design, including:
  • Leading complex web projects
  • User experience design/testing
  • Compliance with state OCIO and federal section 508 accessibility requirements
  • User centered design methodology
  • Usability testing
  • Project management
  • Mobile compatibility
  • Agile methodologies
• Education involving a major study in Communications, Computer Science, Information Technology, or User Experience Design with web design coursework; or closely related field.

Examples of how to qualify:

• 5 years of experience.
• 4 years of experience AND 30-59 semester or 45-89 quarter college credits.
• 3 years of experience AND Associate’s degree or 60-119 semester or 90-179 quarter college credits.
• 3 years of experience AND a Bachelor’s degree or higher.

Desired Qualifications:

• Knowledge of: Computer software and programming language programs used to support and design web resources such as HTML, CSS, Adobe Creative Cloud, collaborative/prototype tools, analytics tools, SharePoint; User Centered Design principles; state and federal accessibility standards and guidelines; responsive/adaptive website design; language access; cultural diversity; UI/UX design; training and mentoring subordinate employees; project management; change management.
• Ability to: make independent conclusions and decisions; work cooperatively with staff and co-workers; express web architecture and interactive ideas clearly; utilize user insight platforms to analyze and interpret qualitative and quantitative data; optimize data and problem solve solutions, adapt to changing business needs; demonstrate project management, leadership and planning skills; lead and train system users; prioritize and manage multiple milestones; understand cultural diversity and how it applies to online communication.
