Job summary

NewGen Technologies seeks an accessibility specialist contractor to ensure that web, mobile, and desktop products fully comply with Section 508, WCAG 2.1 AA, and FAR 39.2. The role involves end-to-end accessibility expertise across the SDLC, from design review to deployment, with focus on UX, UI, and engineering workflows.

You will review design artifacts, establish guidelines in the design system, and conduct automated and manual testing using NVDA/JAWS and other assistive tech to verify

Job description

The Sponsor delivers human capital management technologies and services to the workforce, including data analytics that enable business decisions. The Sponsor seeks to build an integrated enterprise IT support model to drive efficiencies in the talent space and better address strategic requirements associated with learning, training compliances, foreign language development and retention, job advertisements, selection, and performance. The Sponsor requires contractor support to provide end-to-end accessibility expertise, integrating digital accessibility into every phase of the Software Development Life Cycle (SDLC), reviewing, auditing, and enforcing accessibility compliance across UX design, UI development, and application engineering workflows.

Responsibilities

• Ensure that all information and communication technology products, including web applications, desktop software, mobile apps, and user interfaces, are fully compliant with Section 508, WCAG 2.1 AA, and Federal Acquisition Regulation (FAR) 39.2 standards
• Provide end-to-end accessibility expertise, integrating digital accessibility into every phase of theSoftware Development Life Cycle (SDLC), and reviewing, auditing, and enforcing accessibilitycompliance across UX design, UI development, and application engineering workflows
• Review design artifacts (Figma, Adobe XD, etc.) for typography hierarchy, color contrast ratios, screen reader logic, interactive component states, and responsive design layouts
• Establish accessibility guidelines within the Sponsor's core design system
• Evaluate wireframes, design systems, color contrast, focus states, component libraries, and interaction flows before development handover
• Perform automated and manual accessibility testing on front-end code (HTML, CSS, JavaScript, mobile frameworks), ARIA attributes, and keyboard navigation
• Conduct comprehensive testing combining automated with rigorous manual testing (screen readers such as NVDA, JAS; keyboard-only navigation; switch devices)
• Verify semantic HTML structure, dynamic state changes, focus management, and custom ARIA implementation
• Provide precise code-level and design-level remediation specs to development teams
• Provide pass/fail compliance sign-offs for software build milestones
• Deliver actionable bug tickets detailing the failure, WCAG success criteria, impact, and exact remediation gidance
• Develop a reference architecture for adoption by all Sponsor applications and systems

Requirements

• TS/SCI FSP Clearance
• Demonstrated experience with accessibility testing, with an ability to analyze complex technical issues related to accessibility and provide solutions
• Demonstrated ability to document accessibility compliance efforts, findings, and recommendations
• Demonstrated experience with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), WCAG 2.1 AA (or higher) standards, Federal Acquisition Regulation (FAR) 39.2 standards
• Demonstrated testing proficiency and expertise with assistive technologies including JAWS, NVDA, VoiceOver, and ZoomText
• Demonstrated experience with User Interfaces (UI) design and development
• Demonstrated experience with principles of User Experience (UX) design with a focus on accessibility, UIdevelopment best practices for accessibility, and familiarity with design tools like Figma and Adobe XD
• Demonstrated experience integrating digital accessibility into every phase of the SDLC, to include requirements gathering, design, development, testing, deployment, maintenance
• Demonstrated experience coordinating between design, engineering, and product stakeholders
• Demonstrated experience with reviewing and auditing digital products for accessibility compliance and an understanding of how to enforce accessibility standards across different development workflows
• Demonstrated experience or ability to provide training on accessibility standards, guidelines, and best practices to development teams and other stakeholders

Desired Skills

• Demonstrated experience with Web applications (HTML, CSS, JavaScript, frameworks like React, Angular, Vue.js), Desktop software, and Mobile apps
• Demonstrated experience with design tool governance (Figma libraries, design tokens, or similar)
• Certification(s): Certified Professional in Accessibility Core Competencies (CPACC), Certified Associated in Accessibility (CAA) from the International Association of Accessibility Professionals (IAAP), or other relevant accessibility certifications
