Job summary

County of Northumberland seeks a Finance Director – Weatherization to oversee financial, grant, purchasing, inventory, and admin functions for Weatherization programs. You’ll ensure accurate records, prepare fiscal reports and invoices, assist with budgets, and support audits in coordination with multiple county and state agencies.

Qualifications

• Knowledge of governmental accounting, budgeting, accounts payable, reimbursement, and financial recordkeeping.
• Ability to understand multiple funding sources with different reporting requirements.
• Ability to prepare and reconcile financial reports, invoices, budgets, and supporting documentation.
• Strong organizational skills and attention to detail.

Responsibilities

• Prepare, review, reconcile, and submit FSRs, invoices, and supporting documentation for weatherization funding sources.
• Maintain financial records to track expenditures, reimbursements, grant balances, and budgets.
• Reconcile program activity against county accounting records and funding-source requirements.
• Prepare and coordinate budget submissions including DCED and other funding agencies.
• Monitor expenditures to ensure proper charging to grants and funding sources.
• Assist with audits, fiscal monitoring, and reviews by state, county, and federal entities.
• Review and approve payroll information through Paylocity per county procedures.
• Coordinate weatherization personnel actions with Human Resources.
• Maintain inventory of weatherization equipment and assets; assist with purchasing.
• Manage contracts, pricing, renewals, and related admin tasks.
