The City of Ontario has an exciting opportunity for a Water/Wastewater Technician to join the Environmental Programs Division of the Ontario Municipal Utilities Company.

The Water/Wastewater Technician is responsible for protecting the city sewer collection system and its employees, the local wastewater treatment plant and its employees, the public, and the environment through performing commercial and industrial facility inspections, drafting wastewater discharge permits, ensuring compliance with local, state, and federal wastewater regulations through performing monitoring and enforcement activities. The position requires extensive report writing, plan review, the ability to perform calculations, and experience working with a wide variety of computer software applications.

The ideal candidate for this position will have excellent oral and written communication skills with a customer service orientation; outstanding interpersonal and customer service skills enabling them to establish and maintain effective working relationships with coworkers and members of the public; and strong problem solving and analytical abilities to research and resolve complex problems. Additionally, thesuccessful candidate will embody the City’s mission and vision, as well as the qualities of a Five Tool Player - Leader, Thinker, Communicator, Operator and Public Servant - and the City's Customer Service Philosophy – Empathy, Respect, and Problem Solving.

The Environmental Programs Division

The Environmental Programs Division implements the national pretreatment program, which is a component of the Inland Empire Utilities Agency’s (IEUA’s) Publicly Owned Treatment Works (POTW) National Pollution Discharge Elimination System (NPDES) program. The program works cooperatively with the IEUA’s pretreatment program to reduce conventional and toxic pollutant levels discharged by industries and other nondomestic wastewater sources into the local municipal sewer systems and into the environment. The benefits of the program are fewer pollutants are discharged to the local POTW and ultimately the Santa Ana River, resulting in improved opportunities to recycle and reclaim municipal and industrial wastewater and sludge.

The essential functions typically performed by the Water/Wastewater Technician include the following:

  • Conducts inspections of industrial users' facilities; categorizes industries based upon operations performed on-site, writes inspection reports and industry Fact Sheets; issues enforcement documents.
  • Collects wastewater samples to meet local, state, and federal monitoring requirements.
  • Conducts inspections and investigates sources of illegal discharge into the public sewer and the storm drain systems.
  • Reviews industrial wastewater surveys and permit applications.
  • Calibrates, maintains and operates water and wastewater monitoring equipment such as flow, pH, and conductivity meter and automatic samplers.
  • Maintains records related to wastewater quality and chain of custody records for wastewater samples.
  • Conducts wastewater field tests for flow, pH, conductance, and other physical and chemical characteristics.
  • Reviews and evaluates industrial wastewater monitoring reports and issues notices of violations.
  • Assists in the preparation of wastewater quality reports for submittal to local, state and federal agencies.
  • Maintains wastewater quality data.
  • Drafts and revises industrial wastewater permits; maintains industrial wastewater permits, inspection and monitoring reports, and correspondence files.
  • Investigates wastewater overflow incidents and prepares reports in compliance with wastewater discharge regulations.
  • Responds to customer inquiries regarding water quality and industrial wastewater pretreatment requirements.
  • Performs other duties as required.
Education

High school diploma or recognized equivalent, including or supplemented by technical courses or training in chemistry, mathematics, environmental engineering, computer operations, and other subjects applicable to water and wastewater quality control.

Experience

One year of experience as an engineering aide, engineering technician, in a position related to water and wastewater quality control, industrial wastewater pretreatment, or related work experience.

License

A valid California Class C driver license and an acceptable driving record at the time of appointment and throughout employment.

Desirable

Graduation from an accredited college or university with an associate degree majoring in Chemical Engineering, Environmental Engineering, Sanitary Engineering, Chemistry, Biology, or a closely related field and two years of progressively responsible experience in environmental compliance inspection or chemical wastewater laboratory analytical experience related to the discharge of industrial or commercial wastes into sewerage systems or waterways; or an equivalent combination of education, training and experience.
