Position Summary

The Senior Project Manager – Water/Wastewater leads multiple water and wastewater infrastructure projects within Carroll Daniel Construction. The role encompasses planning, design, procurement, construction, and commissioning, ensuring projects meet cost, schedule, quality, and safety targets. It also involves client relationship management, business development, staff mentorship, and strategic market growth.

Responsibilities

• Provide overall leadership and management of multiple concurrent water/wastewater projects of varying size and complexity.
  • Serve as primary client contact and develop long‑term relationships.
  • Lead projects through planning, design, procurement, construction, and commissioning phases.
  • Ensure adherence to schedule, budget, contract requirements, and quality standards.
  • Oversee design integration across civil, structural, mechanical, electrical, and process disciplines.
  • Apply advanced technical knowledge to support decision‑making, risk mitigation, and problem resolution.
• Technical Oversight
  • Projects: wastewater treatment plants, pumping stations, storage facilities, collection and distribution systems, stormwater and water reuse systems.
  • Guide technical execution: treatment process selection, hydraulic calculations, system sizing, development of technical memoranda and design documents.
  • Coordinate interdisciplinary engineering design efforts and provide engineering services during construction and commissioning.
  • Ensure compliance with regulatory requirements (EPA, EPD, local authorities) and industry standards.
• Financial Responsibilities
  • Create and manage project budgets and coordinate GMP or lump‑sum proposals.
  • Understand owner contract requirements: bonds, fees, notifications, schedules, reporting, and costs.
  • Develop and deliver monthly Projected Final Cost Reports (CMIC).
  • Manage project risk, ensuring contract, insurance, NOC, NTC, and subcontractor pre‑qualification compliance.
• Preconstruction Services
  • Collaborate with Preconstruction to review cost estimates, general conditions, and contingencies.
  • Own the quality of budget estimates, subcontracting processes, and scope finalization.
• Project Start‑up and Scheduling
  • Lead project start‑up meetings to hand‑off from preconstruction.
  • Coordinate with Ops Manager, superintendent, subcontractors, and suppliers to build a complete construction schedule.
  • Create responsibility matrices and manage resources (people, tools, equipment, materials, services).
  • Review contract documents with all participants and ensure timely, on‑budget work.
  • Coordinate subcontractor and supplier schedules.
• Project Administration, Operations and Close‑out
  • Oversee daily project administration and operations, holding weekly team meetings.
  • Maintain project schedule, milestone dates, and close‑out checklist.
  • Lead daily jobsite meetings, record minutes, and follow‑up.
  • Compare jobsite progress to schedule and cost; verify quality and compliance.
  • Analyze change proposals, coordinate approvals, and manage close‑out processes.
  • Promote safety, loss prevention, training, and quality control.
• Customer Relations
  • Build effective relationships with customers, design teams, subcontractors, suppliers, and user groups.
  • Participate in industry, client, and community relations to enhance company image.
  • Seek new business opportunities through project‑acquired relationships.

Working Conditions

Work is typically performed in office trailers or existing structures. When outside, appropriate personal protective equipment must be worn according to safety policies and weather conditions. The team may be required to travel to other geographic locations for project work.

Qualifications

• Education: Bachelor's degree in Civil, Environmental Engineering, Construction Management, or related field.
• Experience: 10–15+ years in water/wastewater or civil infrastructure projects; 5+ years as Project Manager or Senior Project Manager; proven success in managing complex projects across all phases, budgets, schedules, and client relationships.
• Preferred: Master's degree in Engineering, Business, or related field; municipal and industrial water/wastewater client experience; business development and client management experience; active participation in professional organizations; Professional Engineer (PE) preferred; PMP certification a plus.
• Skills & Tools: CMIC and project management software, Procore, Microsoft Office Suite (Excel, Word, Outlook), strong presentation and communication skills.
