Job summary

The City of Richardson seeks a Utility Compliance Manager to ensure water and wastewater programs meet federal, state, and local requirements. You will liaison with TCEQ, EPA, TWDB and other agencies, managing regulatory reporting, inspections, and program implementation.

This leadership role supervises staff, provides cross-department training, and coordinates field audits and incident response to safeguard drinking water quality and public health.

Qualifications

• Bachelor’s degree in Environmental Science, Chemistry, Public Administration, Engineering, or a related field.
• Experience in utility compliance and regulatory reporting.
• TCEQ licenses or ability to obtain within 3 years.

Responsibilities

• Prepare, review, and submit mandated reports timely (Annual Water Loss Audit, Water Use Survey, Water Conservation Report).
• Lead implementation and documentation for Lead and Copper Rule (LCRR/LCRI).
• Oversee field inspections, data analysis, and regulatory audits with external agencies.
• Provide staff training on safety protocols, industry best practices, and new regulatory mandates.
