Job summary

The Utilities Compliance Manager ensures the City’s water and wastewater utilities comply with federal, state, regional, and local regulations. As liaison with TCEQ, EPA, TWDB, and other agencies, this role manages regulatory reporting, inspections, and program implementation to protect public health.

The position supervises staff, provides training across departments, conducts field inspections, and leads incident response.

Qualifications

• Bachelor’s degree in a related field and/or equivalent regulatory experience.
• Experience with regulatory reporting and compliance programs.
• Familiarity with water and wastewater operations and audits.

Responsibilities

• Prepare and submit mandated regulatory reports to agencies.
• Lead program management for Backflow, pump station compliance, and MS4-related tasks.
• Supervise staff and provide cross-department training on safety and compliance.
• Conduct field inspections and coordinate with agencies; report findings to leadership.
