Job summary

The Utilities Compliance Manager ensures the City’s water and wastewater utilities comply with federal, state, regional, and local regulations. As liaison with TCEQ, EPA, TWDB, and other agencies, this role manages regulatory reporting, inspections, and program implementation to protect public health.

The position supervises staff, provides training across departments, conducts field inspections, and leads incident response.

JOB SUMMARY

Under general supervision of the Utilities Superintendent-Technical Operations, the Utility Compliance Manager ensures the City’s water and wastewater utilities maintain full adherence to federal, state, regional, and local regulations. Serving as the primary liaison with the Texas Commission on Environmental Quality (TCEQ), Environmental Protection Agency (EPA), Texas Water Development Board (TWDB) and other related agencies. Manages the lifecycle of regulatory reporting, field inspections, and program implementation. Serve as the technical authority ensuring the City provides safe drinking water and responsible wastewater management while maintaining the highest standards of public trust. Supervises assigned staff and provides cross-departmental training.

ESSENTIAL JOB FUNCTIONS

1. Regulatory Reporting & Documentation

• Prepare, review, and submit critical mandated reports timely, including the Annual Water Loss Audit, Water Use Survey, and Water Conservation Report.
• Lead the implementation and documentation for the Lead and Copper Rule (LCRR/LCRI).
• Maintain meticulous compliance records and analyze sampling data to ensure the City meets or exceeds all Texas Administrative Code requirements.

2. Program Management & Oversight

• Develop and manage vital utility programs, including Backflow Prevention (Cross-Connection Control), pump station compliance, and wastewater collection standards.
• Monitor evolving industry practices (AWWA) and legislative changes to update City policies and operational procedures proactively.
• Support Stormwater permit compliance (MS4) related to Public Services operations.

3. Leadership & Training

• Supervise assigned staff, ensuring daily operations are safe, effective, and compliant.
• Act as a technical mentor, providing training to Public Services staff and other city departments on safety protocols, industry best practices, and new regulatory mandates.

4. Field Operations & Incident Response

• Conduct field inspections and site assessments to accurately track and document compliance to include collecting, analyzing, and interpreting water and wastewater sampling data.
• Coordinate and lead site visits and audits with external regulatory agencies. Communicate and timely report results and findings from site visits and audits with management and leadership.
• Respond timely to public inquiries, environmental incidents, and utility emergencies, assisting with corrective action planning and operational support.

OTHER JOB FUNCTIONS

Maintains operation of assigned equipment, quality recordkeeping, budget preparation, and clean work areas; participates in public education and outreach efforts as assigned; and performs other related duties as required. May serve on city’s emergency response team as assigned.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES

• Bachelor’s degree in Environmental Science, Chemistry, Public Administration, Engineering, or a related field.
• An equivalent combination of extensive, directly related regulatory compliance experience and applicable TCEQ licenses may be accepted in lieu of education.
• A valid Texas Class C driver’s license.
• Must have or be able to obtain TCEQ Class B Water Distribution and/or TCEQ Class III Wastewater Collections licenses within three (3) years from hire date.
• (Preferred) Valid Customer Service Inspector (CSI) license.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS

• Must have at least three (3) years of proven experience in utility compliance, municipal water/wastewater operations, environmental auditing, or related experience.
• Must have experience with regulatory reporting and compliance programs.
• Must have knowledge of water and wastewater operations.
• Must be familiar with water audits, water loss reporting, and lead and copper requirements.
• Demonstrated skill in interpreting and applying environmental regulations.
• Ability to provide compliance training and guidance to staff.
• Ability to communicate effectively verbally and in writing.
• Ability to engage with regulatory agencies, inspectors, and the public.
• Ability to demonstrate proficiency with technology and data management systems.
• Ability to maintain the highest standards of regulatory transparency.
• Ability to translate complex legal requirements into actionable steps for field staff and clear updates for City leadership.
• Ability to demonstrate strong analytical skills to resolve compliance issues through effective corrective action planning.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

This position works both in office settings and in the field. Field work includes exposure to extreme weather conditions, noise, and unpleasant environmental conditions. Tasks may include walking on uneven surfaces, bending, stooping, kneeling, reaching, pushing, and pulling equipment. Must be able to lift and carry up to 50 pounds and work safely in confined spaces and around water/wastewater infrastructure. May be exposed to hazardous materials, human waste, and other environmental hazards while using proper safety precautions and protective equipment.
