Job summary

San Elijo Joint Powers Authority in Encinitas, CA, seeks an Associate Engineer/Project Manager to advance recycled water and wastewater capital projects. You will manage design, procurement, regulatory compliance, and construction oversight, coordinating with engineering teams and public agencies.

The role requires a BS in Civil Engineering, 4+ years in water/wastewater, and strong communication. PE preferred; salary commensurate with experience. This is a full-time, on-site position with SEJPA.

Qualifications

• BS in Civil Engineering from an accredited college or university.
• PE preferred; EIT acceptable depending on qualifications.
• 4+ years in water or wastewater engineering and project management.

Responsibilities

• Lead design, calculations, specs for capital improvements.
• Manage projects from inception to completion, including scheduling and budgets.
• Draft and review procurement packages, RFPs, and bids.
• Conduct site visits, inspections, and test and startup activities.
• Ensure regulatory permit compliance and prepare technical reports.
