Job summary

San Elijo Joint Powers Authority seeks a Principal Engineer/Senior Project Manager to lead the agency’s multi-year capital programDelivery, aligning scope, schedule, budget and quality with SEJPA’s mission.

The role provides technical and functional supervision, mentors staff, and coordinates with design consultants, regulators, and external agencies. Advanced project planning, engineering expertise, and public works experience are essential.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• 10+ years in wastewater, construction or related industry.
• 5+ years of project management experience.
• PE license or equivalent may be required.

Responsibilities

• Lead capital program lifecycle management and ensure alignment with schedule, scope, and budget.
• Supervise staff, conduct performance reviews, and mentor team members.
• Identify project risks and coordinate with consultants, contractors, regulators, and internal departments.
• Develop RFPs, manage contracts, and oversee design and construction phases.
