The Project Engineer is a journey‑level position in the Engineering team.

The position is responsible for performing and leading routine engineering projects related to water and sewer infrastructure, under minimal technical guidance from higher‑level engineers, managers, or supervisors. The Project Engineer requires independent judgment in performing tasks. This position involves working closely with other engineers, operations staff, and regulatory bodies with occasional technical reviews of other's work. This position is located in Waikoloa, Hawaii.

ESSENTIAL FUNCTIONS
  • Manages capital improvement projects related to water and sewer infrastructure from design to construction.
  • Tracks budgets, schedules, and progress on capital improvement projects.
  • Assesses, analyzes, and solves problems related to job functions.
  • Organizes, attends, and leads meetings with other staff members and public agencies to assess problems and determine solutions.
  • Conducts research on existing infrastructure using databases, maps, drawings, photos, and paper files.
  • Performs engineering calculations to solve advanced problems using logical assumptions.
  • Creates solicitation documents specific to the scope of work for each project and reviews contractor or consultant bids.
  • Reviews engineering submittals, contractor submittals, and provides feedback and direction.
  • Provides updates to maps, drawings, and databases to reflect new projects or fix errors.
  • Prepares data tables, graphs, cost estimations, justifications, and reports required for evaluating projects.
  • Directs the work of technicians and interns.
  • Operates a provided company vehicle for travel to field locations.
  • Participates in Continuous Improvement (CI) activities to improve all aspects of the company's operations.
  • Conducts project safety planning and develops project safety documentation.
  • Present information in a public forum to state or local government agencies, special districts, or local communities.
  • Occasionally directs and trains other engineers.
  • Works with other engineers to review policies, procedures, specifications, and standard drawings.
  • Provides support to resource management and development efforts including supply and demand analysis.
  • Performs work on‑site in the assigned office location.
  • Performs other duties as assigned, as appropriate for the classification.
MINIMUM QUALIFICATIONS
  • Bachelor of Science degree (4 years) in Engineering or a related field from an accredited college or university.
  • A Fundamentals of Engineering certificate from the applicable state would be considered equivalent to graduation.
  • Experience delivering multiple capital projects.
  • Analytical, problem‑solving, technical knowledge, and mathematical skills necessary to complete job assignments.
  • Effective written communication skills.
  • Valid State Driver’s License.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Experience with electrical engineering design in water and wastewater utilities is desired.
  • Knowledge of asset management principles, CMMS Software, and GIS.
  • Good working knowledge of English and the ability to effectively communicate with supervisors, co‑workers, and the public.
  • Ability to lead productive meetings, including meetings with outside agencies, and present in a public forum.
  • Ability to analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write clear and concise reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from managers, customers, and the general public.
  • Intermediate proficiency in word processing, spreadsheet, presentation, and e‑mail applications.
  • Proficiency in all job‑related software.
  • Ability to perform accurate engineering or water supply, demand, and reliability calculations of increasing complexity.
  • Exercises good judgment to prioritize assignments and work in order of urgency and sensitivity.
  • Ability to apply engineering principles and theory.
  • Knowledge of asset management principles.

Salary Range: $81,100 - $150,600 (DOE)
