Job summary

Clark Public Utilities is seeking a Civil Engineer for the Water division to lead development reviews, coordinate utility work, and oversee design staff for bid-ready plans and estimates.

The role requires a P.E. in Washington, 4+ years of capital project experience, and strong knowledge of potable water systems and hydraulics. Responsibilities include stakeholder collaboration and on-call support as needed.

Qualifications

• Bachelor of Science in Civil Engineering or related field required.
• Professional Engineer in the State of Washington (P.E.) required.
• 4+ years of progressive engineer experience with capital projects.
• Technical knowledge of potable water transmission/distribution systems, storage, pumping, and control.
• Experience in distribution and transmission mains design preferred.
• Hydraulics, modeling software, and construction management preferred.

Responsibilities

• Lead development review process and oversee plan reviews for private development projects.
• Coordinate water utility work for road construction with County, State and local jurisdictions.
• Oversee internal design staff to develop plans, specs, and estimates for bid and construction.
• Prepare RFIs, RFPs/Qualifications, lead evaluation team, make recommendations.
• Review scopes, budgets, schedules, plans, specs, estimates and track changes.
• Manage projects related to potable water production, distribution, treatment and storage.
