Responsibilities

Water Team Leader – El Paso, Texas

Garver is seeking a Water Infrastructure Team Leader in El Paso, TX to build and maintain a portfolio of profitable water/wastewater utilities projects within Garver’s Texas Water Services Team. Projects include the planning, design, and implementation of infrastructure such as pressure and gravity collection networks, interceptors, lift stations, force mains, intakes, well‑fields, low and high head water pump stations, ground and elevated storage facilities, and water transmission and distribution systems.

Responsibilities

• Team Leadership: recruit, develop, mentor, and oversee a highly motivated team.
• Project Management: prepare scope‑of‑work and level‑of‑effort estimates for contract proposals; lead and manage team for successful execution of contracted scope, budget, and schedule.
• Senior Water Design Engineer: execute the planning, design, bidding, and construction administration phases of water infrastructure projects.
• Business Development: assist the Central Texas Water Business Team Leader to develop proposals, capture, and maintain workload for the team in Central Texas and throughout Texas.
• Client Service Management: develop and maintain a healthy network of infrastructure clients.

Requirements

• Bachelor’s degree in civil or environmental engineering from an ABET‑accredited program.
• Licensed Professional Engineer in the state of Texas or ability to gain reciprocity within 6 months of hire.
• 10 or more years of similar experience in the water/wastewater utilities market.
• Working knowledge of presentation software such as MS PowerPoint or Keynote.
• Strong communication skills and public speaking ability.

Preferred Skills

• Master’s degree in civil or environmental engineering from an ABET‑accredited program.
• 5 or more years of similar experience in supporting municipalities.
• Experience with state and/or national conference technical presentations on water related infrastructure topics.
