Job summary

The City of Glendale is seeking an executive leader to direct the Water Services Department, overseeing safe water and wastewater operations, budgeting, CIP, and regulatory compliance. You will lead a diverse team, collaborate with officials, and advance strategic initiatives to serve 250,000+ residents.

As a member of the executive team, you will drive fiscal stewardship, long-range planning, and workforce development while maintaining high standards of public service and community safety.

Qualifications

• Bachelor's degree in Civil/Environmental Engineering or related field plus 5 years of progressively responsible management in water/wastewater utilities, preferably public sector.
• Master’s degree or PE in AZ is preferred. Substitution: 1 year experience = 1 year education.
• Annual budget development, regulatory compliance, and strategic planning experience.

Responsibilities

• Plans, organizes and directs Water Services Department activities including water treatment, distribution, wastewater, CIP and SCADA.
• Provides vision and strategic direction, aligning resources with city mission and values.
• Directs staff performance, hiring decisions, and policy adherence; ensures safety and compliance.
• Prepares reports for City Manager and Council on water/wastewater matters; oversees budgets and rate analyses.
• Represents City before regulatory agencies, partners and community stakeholders.
