Job summary

The City of Houston Public Works Department is seeking a Water Service Technician I to read meters, disconnects/reconnects services, and perform routine inspections to ensure timely water service.

The role involves reading meters, reporting unsafe conditions, and using electronic devices to log data, with a focus on safety and adherence to procedures in a field setting.

Qualifications

  • Requires a high school diploma or GED.
  • Six (6) months of general maintenance/work experience.
  • Valid Texas Driver's License and compliance with City driving policy.
  • Preference for training/experience in meter reading and meter services.
  • Proficiency in basic computer applications such as Microsoft Office and Google Maps.

Responsibilities

  • Reports water consumption by locating, testing and reading water meters to ensure an accurate read.
  • Identifies and reports unsafe conditions, such as damaged or missing meter boxes/lids.
  • Performs routine inspections to identify and report leaks, illegal connections, and meter conditions.
  • Reads meters using the Key-Map book when GPS is down and logs information electronically.
  • Connects and disconnects service using locks and removes illegal connections.
  • Performs on/off tests on meters and manually reads water meters.
  • Removes dirt/debris from meter boxes to ensure accessibility.
  • May perform other departmental duties as assigned.

Description of Duties

Under close to moderate supervision, connect/ disconnect 5/8-inch to 2-inch meters and perform other related services needed to ensure timely and quality water service.

The Water Service Technician I duties will include but are not limited to:

  • Reports water consumption by locating, testing and reading water meters to ensure an accurate read.
  • Identifies and reports unsafe conditions, such as damaged or missing meter boxes/lids.
  • Performs routine inspections to identify and report illegal connections, leaks on mains and conditions of water meters.
  • Learn/know how to read a Key-Map book if your GPS is down.
  • Reports meter information in the field using electronic devices.
  • Removes dirt/debris from meter boxes to ensure accessibility.
  • Performs on/off tests on 5/8-inch to 2-inch meters.
  • Manually read water meters.
  • Connects and disconnects service using various locks.
  • Removes illegal connections.
  • May perform other departmental duties as assigned.
Working Conditions

There are routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns. The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.

This is a Houston Public Works Department position at the Tier I Level.

Minimum Requirements
Educational Requirements

Requires a high school diploma or GED certificate.

Experience Requirements

Six (6) months of general maintenance/work experience are required.

License Requirements

Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).

Preferences

Preference will be given to candidates with training and experience in meter reading, meter services and corrective and preventive maintenance programs related to water piping, valves, welding, and/or mechanical, ultrasonic and electromagnetic devices used by utilities to measure water consumption. Also, preference also will be given for proficiency in basic computer applications, such as Microsoft Office and Google Maps.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

None. However, the department may administer a skills assessment test.

Safety Impact Position

Yes. If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.
