Job summary

The Thurston County Public Works Department in Olympia, Washington is seeking a Water Resources Program Manager to provide strategic leadership for the county's water resources programs and oversee utility operations including stormwater, wells, and drainage initiatives.

The successful candidate will manage budgets, develop rate Programs, coordinate with state agencies, and lead a diverse team to deliver projects, ensure regulatory compliance, and improve community water quality and service

Qualifications

• Bachelor's degree in Urban or Regional Planning, Natural Resources, Civil or Environmental Engineering, Public Administration, or related field.
• Five years of management-level experience in storm water or utility operations with at least three years supervisory experience.
• Knowledge of budget development, setting and administering utility rates, and grant management.
• Ability to utilize a PC for word processing, research, data analysis, and tracking.
• Valid WA driver's license or ability to obtain within 30 days of hire.

Responsibilities

• Directs department operations within budgeted funds and staffing.
• Oversees hiring, training, scheduling, and employee relations.
• Develops short and long-range plans, budgets, and staffing for capital projects.
• Manages operating and capital budgets, revenue tracking, and grant compliance.
• Coordinates with other divisions and external agencies.
• Develops and administers utility rate programs and billing adjustments.
• Responsible for Water & Sewer Utilities and Stormwater operations, including 24-hour response.
• Serves as Drainage Manual Administrator.
