Position Title:

Water Quality Supervisor Job Description:

Supervises the operational activities of regulatory programs designed to meet the requirements of the State of Utah Division of Environmental Quality (UDEQ), the United States Environmental Protection Agency (USEPA), and other agencies in an effort to protect public health and the environment. This includes, but is not limited to, assisting in the oversight of inspections, hazard assessments, permitting, public education and outreach, investigations, source water protection, monitoring and sampling, inventory management, enforcement activities, recordkeeping, and documentation. Coordinates with the public, applicable stakeholders, and many Salt Lake City Departments and Divisions to meet regulatory requirements. Also includes oversight of staff and will perform the activities of technicians and coordinators, as necessary. This position involves time-sensitive deadlines and requires thorough documentation and reporting, with attention to detail and an ability to multi-task and function independently, with oversight. Both office duties and fieldwork are required on a regular basis.

About the Position:

The Water Quality Supervisor will be reporting to the Regulatory Program Manager while providing leadership and technical oversight for Clean Water Act compliance programs, including coordination and enforcement activities, MS4 permit implementation, and citywide stormwater program integration. This position is responsible for ensuring regulatory compliance, aligning cross-departmental stormwater and water quality efforts, and serving as a key point of contact with state and federal regulators. The supervisor will guide program planning, compliance tracking, inspections, and enforcement actions while supervising professional staff and working collaboratively with operations, engineering, and external partners to protect receiving waters and advance the City's water quality objectives.

About the Team:

The Water Quality Supervisor leads a multidisciplinary team responsible for protecting surface water quality and ensuring compliance with Clean Water Act requirements. The team includes professionals with expertise in stormwater management, MS4 permit compliance, inspections and enforcement, illicit discharge detection and elimination (IDDE), construction and industrial stormwater oversight, data tracking and reporting, surface water quality monitoring, and public and interdepartmental coordination. Team members work closely with operations, engineering, planning, and maintenance staff, as well as state and federal regulators, to implement regulatory programs, respond to water quality concerns, and support continuous improvement of stormwater and watershed protection efforts.

Position Salary Range:

$82,520.10 - $91,689

Key Responsibilities:

• Assists in managing budgets and reviews budgetary documents for accuracy.
• Performs all duties of a Coordinator and Technician, as necessary, including hazard assessments and inspections for construction, commercial, industrial, and residential sectors.
