Under the direction of the Assistant Water System Manager, the Water Maintenance Supervisor serves as the senior maintenance employee responsible for planning, directing, organizing, and overseeing all maintenance and reliability activities for the Wylie Water Treatment Complex. This includes four water treatment plants, three raw water intakes, and seven pumping stations, and associated chemical storage, feed, disinfection, and process control systems. The Water Maintenance Supervisor provides technical leadership for maintenance personnel and contractors that perform a variety of work assignments to ensure that regulatory compliance is met or exceeded. Performs and/or manages related work as required to ensure efficient and effective facility and equipment maintenance.
Collaborates with the Assistant Water System Manager, Plant Supervisor, treatment Professional Engineer, maintenance staff, and supervisors to plan, coordinate and manage treatment facility maintenance and asset renewal activities, ensuring operational efficiency, reliability, and regulatory compliance. Maintained assets include structures, buildings, grounds, equipment, pumps, gear boxes, and machinery. Coordinates and works closely with Asset Managers, Central Maintenance staff, and external service providers to ensure work is completed on time and meets established standards. Leads the development and implementation of asset management, reliability-centered maintenance, predictive maintenance, and equipment lifecycle strategies; analyzes asset performance data and recommends improvements to optimize reliability, efficiency, and regulatory compliance. Oversees maintenance, inspection, testing, and reliability of critical treatment process equipment. Monitors facility assets through observation, collection and testing, and instrumentation reading to ensure compliant and efficient operations. Provides technical oversight and maintenance planning for hazardous chemical systems used in water treatment processes, ensuring compliance with all regulatory, safety, and operational requirements. Collaborates with Operations, Engineering, and Safety personnel to evaluate treatment process performance and implement maintenance strategies that support regulatory compliance and operational reliability. Serves as an active member of the NTMWD Hazardous Materials Response Team and responds to hazardous materials incidents, chemical releases, and other emergency events. Provides adequate, timely, and essential information for preparation of the budgets, reports, and studies, in particular maintenance, renewal and capital information. Reviews and manages work schedules and monthly, annual, and special reports related to treatment facility management, renewal, operation, and maintenance. Utilizes Operations and Maintenance manuals, technical publications, and manufacturer’s specification for the process of maintaining and repairing NTMWD equipment. Leads in using and enforcing the usage of the NTMWD enterprise asset management system and other computer applications to control and support maintenance work. Trains, leads, and mentors staff, including evaluating performance; provides leadership by example and a positive role model for NTMWD employees. Monitors systems and assets during emergencies and scheduled shutdowns; troubleshoots, diagnoses, and reports problems; responds to emergencies; and schedules and coordinates responses, repairs, clean-up, and remediation. Observes safety and compliance guidelines required by Federal, State, and as prescribed by NTMWD. Implements appropriate programs to ensure safe operating practices and can act as the primary point of contact in audits, inspections, and compliance investigations from Federal and State agencies. Learns, complies, and enforces applicable NTMWD policies and procedures. Assumes the responsibilities of direct supervisor(s) and subordinates as required. Performs other duties as assigned.
Possess ten (10) years of experience in the field of maintenance, including mechanical and heavy equipment, and five (5) years of supervisory experience. Experience maintaining chemical feed systems, treatment process equipment, pumping systems, process controls, instrumentation, or critical infrastructure is preferred. Preference is to obtain a TCEQ Class C Water Operator’s Certificate of Competency. Must be HAZMAT certified within one (1) year of hire. Must be able to obtain certification as a Certified Maintenance & Reliability Professional from the Society of Maintenance and Reliability Professionals with three (3) years of hire. Possess a high school diploma or GED (an associate degree or trade certification is preferred). Requires a valid Texas Driver’s License.
Ability to skillfully manage maintenance personnel to efficiently manage a water treatment facility. Strong administrative, planning and management capabilities, including the evaluation of performance of team members. Knowledge of HAZCOM, operations, and compliance around hazardous chemicals, including receiving, handling, operation of delivery systems, and response to emergency situations. Must maintain an in-depth knowledge of water treatment assets, compliance and maintenance requirements, and reporting/record keeping requirements. Must communicate effectively, both written and verbally, with supervisors, peers and subordinates to convey information. Skilled in assisting with the preparation of budgets, managing service contracts, and overseeing projects. Knowledge of asset management, work order management, and must have basic computer literacy.
Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver’s license of their resident state. The duties and responsibilities are generally performed in a water treatment environment. The position involves sitting (up to 6 hours per day), frequent standing, frequent walking, light to heavy lifting (up to 75 pounds), light carrying, frequent bending and reaching, keyboarding, and telephone operation. It often requires an irregular work schedule and overtime hours. Specific physical conditions require frequent work with chemicals, tools, machinery, moving mechanical parts, etc. The duties and responsibilities are performed both indoors and outdoors. Moderate to heavy exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and nose extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common. Performs and reviews work at locations that involve hazardous environments requiring the physical ability to wear and work using personal protective equipment (PPE) that conforms to OSHA regulations and some physical discomfort due to temperature, dust, odors, chemicals and noise. The position may require work in confined spaces, on ladders, and rooftops, and in adverse weather conditions with appropriate training. Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion. Perceive/discriminate colors or shades of colors, sounds, odors, depth and visual cues or signals. Possess visual and muscular dexterity to operate a motor vehicle (including while towing portable equipment), equipment, hand tools and a computer.
Compensation Range $89,646.00 - $132,676.00 Compensation Grade 35
