City of Charlotte's Charlotte Water Department seeks an Engineering Program Manager (EPM) to lead the Pipeline Renewal Program within the Field Operations Division. Qualifications

  • Bachelor’s degree in engineering, construction management, architecture, or related field with five (5) years of related work experience.
  • OR Related Master’s degree with 3 years of relevant working experience.
  • Requires a valid driver’s license and City Driver’s Permit.

Responsibilities

  • Assist the Division Manager with planning, implementation, and administration of division and program objectives.
  • Identify, analyze and prioritize projects for maximum impact and return on investments.
  • Conducts preliminary project design; provides cost projections, budgets, and engineering specifications; facilitates project approvals.
  • Coordinate bidding and contract awards.
  • Prepare and review construction plans, designs, and specifications.
  • Coordinate with CLTWater divisions, City departments, and external agencies.
  • Supervise consultants, contractors, and work crews; monitor progress and compliance.
  • Prepare communications with residents, MOUs, and leadership; report status updates.
  • Facilitate project meetings; resolve issues; conduct site visits and inspections.
  • Prepare CIP estimates; manage budgets and schedules; obtain permits; arrange inspections.
