Job description

PURPOSE OF CLASSIFICATION:

The purpose of the position is to oversee and supervise the operations, construction, maintenance and repair of the City’s water distribution system. Employees in this classification possess comprehensive understanding of municipal water distribution systems, to include meter installation, utilities locating, and water mains repair and installation. Incumbents are responsible for proper safety training for all personnel under charge. Position provides supervisory, technical, and administrative guidance to construction, maintenance, and repair personnel under charge. Performs related work as required.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• Coordinates and controls the field activities essential to the service, construction, maintenance and general repair of the City’s water distribution systems, to include meter installation, main repairs and installations, and utilities locating.




• Plans and organizes work order priorities in conjunction with developers, contractors, and engineers to eliminate conflict and ensure efficient utilization and allocation of City resources and time.




• Coordinates manpower allocation, scheduling and assignments for crews under charge.




• Conducts on-site investigation for accidents or damage reported; investigates customer concerns and complaints.




• Prepares and monitors collections operations budget; orders treatment operations supplies and materials within scope of financial authority; monitors and justifies costs and/or expenditures for adherence to operating budget.




• Provides on-site training and assists work crews as needed, to include the operation of any equipment necessary to perform the work.




• Ensures provision of or provides safety instruction or training for personnel under charge; ensures proper training for personnel in all new equipment implementation.




• Writes equipment specifications for equipment purchases; maintains communication with vendors and suppliers.




• Inspects equipment and vehicles; ensures equipment, machinery, tools, and supplies are properly inventoried, maintained and used at all times.




• Reviews and/or prepares various records and reports, i.e., personnel evaluations, monthly operations, water usage, meter installations and tests, inspections, blueprints/drawings.




• Inspects work in progress, modifies or adjusts work methods, crew sizes and related factors to ensure projects are completed in accordance with work orders.




• Ensures adherence to established safety standards/procedures for crews under charge.




• Drives to and from work sites for monitoring and inspection purposes.




• Functions in an on-call capacity for response to emergencies.

MINIMUM QUALIFICATIONS

• High school diploma or GED;




• Current Water Distribution Technician class “A” certification;




• Five years of progressively skilled and lead person experience in construction, maintenance and repair of water distribution systems; or an equivalent combination of education, training, and experience.




• Possession of a valid Florida driver license, class “B” and possession and maintenance of a driving record which meets or exceeds minimum City driving standards.

OTHER REQUIREMENTS:

The City of Naples is a Tobacco-Free Workplace.
