Job description

In this role you will perform highly responsible technical and supervisory work directing the activities of personnel engaged in an assigned area that may include the design, construction, operation, evaluation, control, rehabilitation, and maintenance of water distribution systems. Duties include managing and coordinating all activities of assigned division, preparation and administration of annual budgets, submissions of departmental compliance reporting to local, state, and federal regulatory agencies, and participation in planning for future expansions.

  • Reviews and evaluates engineering designs and specifications; provides input to consulting engineers using knowledge of existing distribution system, reviews and evaluates all replacement, repair, and expansion requirements.
  • Reviews and participates in the design of system modifications and expansions; oversees the process of capital improvement projects to ensure vendor contract compliance.
  • Establishes and modifies preventative maintenance programs in conjunction with input received from manufacturers and program managers.
  • Reviews, recommends, and assists in the preparation of all aspects of the procurement process; prepares and regulates departmental expense budgets and capital improvement projects.
  • Reviews and participates in the development of county codes and ordinances as they relate to water systems.
  • Prepares, reviews, and submits monthly, quarterly, and annual reports required by regulatory agencies; ensures compliance with all local, state, and federal regulations; interprets potential rule changes as they relate to assigned area.
  • Manages operations and maintenance functions of assigned areas; organizes, schedules, and assigns projects to subordinates.
  • Participates in the selection, promotion, appraisal, and discipline of assigned employees; enforces standards of performance as established by County, state, or federal guidelines; reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance as needed.
  • Performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with vendors, and communication through telephone and meetings.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

An equivalent combination of relevant training, education and experience:

  • Associate’s Degree
  • Five (5) years of progressive supervisory water distribution system experience.

Licenses and/or Certificates:

  • Must maintain a valid driver’s license.
  • Depending on assignment, must obtain within twelve (12) months of position assignment:
  • Reclaim & Support:
  • Florida Water and Pollution Control Operators Association (FWPCOA) Reclaimed Water Distribution Operator Class C, FWPCOA Cross Connection Control Manager & FWPCOA Reclaimed Water Field Site Inspector.
  • FDEP Water Treatment Operator B
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of operating principles, theories, and regulations regarding water and/or wastewater treatment and collection/distribution systems.
  • Knowledge of Trenching and Shoring safe practices and techniques.
  • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies; including safety regulations, precautions, and occupational hazards associated with the water and wastewater industry.
  • Knowledge of budget preparation and monitoring of financial responsibilities.
  • Knowledge of industrial pretreatment requirements.
  • Skill in performing analytical analysis in a laboratory setting familiar with Standard Methods procedures.
  • Strong leadership and managerial skills, including team building, mediation, and motivational skills.
  • Strong analytical and research skills.
  • Skill in effective communication, both orally and in writing, to include public speaking.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to conduct environmental, economic, and operational evaluations of system operations and facilities.
  • Ability to operate a motor vehicle.
  • Ability to interpret blueprints, charts, graphs, and computer computations of laboratory analysis.
  • Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiency, quality of output, and operational performance.
  • Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems.
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.
  • Ability to plan, organize, direct, and appraise the work of assigned personnel.
