Job summary

Eagle Mountain City seeks a qualified professional to develop and administer its water conservation and backflow prevention programs. You will ensure compliance with state/local requirements, coordinate with testers, owners, and contractors, and lead outreach to promote cross-connection safety.

The role includes hazard assessments, policy recommendations, and collaboration with engineers and utility staff to implement improvements and expand conservation initiatives.

Qualifications

• Associate or bachelor's degree in environmental science, Water Resources, Public Administration, Engineering Technology, or related field preferred.
• Minimum of 3--5 years of experience in water utility operations, cross-connection control, conservation program management, or regulatory compliance.
• Experience presenting to public governing bodies or conducting community outreach is highly desirable.

Responsibilities

• Develop and administer a citywide backflow prevention program.
• Ensure compliance with drinking water protection and cross-connection control requirements.
• Establish procedures for inspection, testing, certification, tracking, and enforcement.
• Maintain electronic program records including assemblies, testing results, compliance status, and corrective actions.
• Coordinate with certified testers, property owners, and contractors.
• Investigate cross-connection risks and respond to contamination threats or system failures.
• Recommend ordinance, policy, and operational improvements.
• Perform hazard assessments.
• Review commercial and industrial development plans for compliance with backflow prevention and water conservation requirements.
• Recommend cross-connection control measures and backflow installations.
• Interpret and apply regulatory codes and industry standards.
• Collaborate with engineers, developers, inspectors, and utility staff to ensure project success.
• Evaluate and expand the City’s Water Conservation Plan.
• Design conservation initiatives, public education programs, and irrigation efficiency efforts.
• Analyze consumption data to identify conservation opportunities and long-term resource planning.
• Assist in drought mitigation/response planning and implementation.
• Lead community outreach and prepare reports/presentations for City Council and public meetings.
• Serve as the primary public contact for conservation and cross-connection inquiries.
