Job summary

Houck Services, Inc. in Palmyra, PA, is seeking a Wastewater/Municipal Mechanical & Steel Project Manager/Estimator.

You will manage the full project life cycle from bid opportunity identification and cost estimation to contract compliance and field execution, with emphasis on mechanical and structural work and coordination with subcontractors. The role requires strong blueprint interpretation, attention to detail, and the ability to plan shutdowns and schedules while ensuring effluent quality.

Qualifications

• Regulatory paperwork familiarity with Pennsylvania DEP regulations, NPDES permits, and possibly EPA Consent Decrees.
• Experience with pumping stations, piping systems, structural repairs or rehabilitation of tanks.
• Ability to prepare detailed bid documents including cost breakdowns for materials, labor, and equipment.
• Experience creating RFIs, managing submittals, and developing construction schedules.

Responsibilities

• Analyze project scope, structural/mechanical needs, and provide accurate, detailed cost estimates.
• Handle all necessary paperwork, including daily time records, permit compliance, and contractor certifications.
• Oversee repairs or installation of treatment equipment, pumps, and structural concrete.
• Plan, schedule, and execute shutdowns without violating effluent quality requirements.
• Plan, organize, and direct completion of projects on time and within budget and scope.
• Recognize and apply the project management lifecycle from initiation to closure.
• Procure equipment and subcontractors.
• Maintain and monitor job progress reports and jobsite records.
• Control and report job costs.
• Resolve technical or contractual issues.
• Ensure customer expectations are met.
• Be flexible and adapt to change.
• Estimate and run jobs to meet Houck profitability.
