Job summary

Houck Services, Inc. is seeking a specialized Project Manager/Estimator focused on mechanical and structural/misc. steel for wastewater and municipal projects in Palmyra, PA.

You will oversee the full life cycle from bid opportunities to contract compliance and execution, requiring strong blueprint interpretation, attention to detail, and subcontractor coordination. Responsibilities include cost estimation, RFIs, submittals, and construction scheduling.

Qualifications

• Familiarity with Pennsylvania DEP regulations, NPDES permits, and EPA consent decrees.
• Experience with pump stations, piping, structural repairs or tank rehab.
• Ability to prepare detailed, bid-ready cost documents (materials, labor, equipment).
• Experience creating RFIs, managing submittals, and construction schedules.

Responsibilities

• Analyze project scope and provide accurate, detailed cost estimates.
• Manage paperwork: daily time records, permit compliance, contractor certifications.
• Oversee mechanical/structural work including equipment installations and concrete.
• Plan, schedule, and execute shutdowns without compromising effluent quality.
• Direct projects to finish on time, within budget, and within scope.
