Job summary

The City of Chino is hiring a full-time Wastewater and Storm Operations Supervisor to lead wastewater collection and stormwater maintenance programs. You will ensure regulatory compliance, oversee field operations, and manage budgets while directing a team in a dynamic public works environment.

Qualified candidates will have 4+ years in wastewater maintenance with at least 3 years in supervision, a valid CA driver’s license, CWEA Grade II, and the ability to obtain Grade III within 12 months.

Qualifications

• Education: High school diploma plus specialized training in wastewater/stormwater.
• Experience: 4 years in wastewater collection system maintenance; at least 3 years in a supervisory or lead role.
• Licenses/Certifications: Valid Class C California Driver’s License; CWEA Collection System Maintenance Grade II; ability to obtain Grade III within 12 months.

Responsibilities

• Plan, organize, supervise, and review wastewater collection and stormwater maintenance, inspection, repair, and operations.
• Oversee regulatory compliance including CIWQS/SSO reporting, NPDES/MS4 requirements, recordkeeping, and SSMP implementation.
• Coordinate field operations, emergency response, equipment, materials, staffing, training, safety, and performance management.
• Investigate system issues and customer concerns; coordinate corrective actions and prepare reports.
• Review utility plans and coordinate projects with Public Works divisions, contractors, regulatory agencies, and the public.
• Prepare and administer the operating budget and monitor expenditure.
• Promote effective customer service, interdepartmental collaboration, safety, and regulatory compliance.

The Public Works Department plays a key role in maintaining and improving the City’s infrastructure to enhance the quality of life for residents, businesses, and visitors. What You’ll Do

As our new Wastewater and Storm Operations Supervisor, you will:

• Plan, organize, supervise, and review wastewater collection and stormwater maintenance, inspection, repair, and operations.

• Promote effective customer service, interdepartmental collaboration, safety, and compliance with City policies and applicable regulations.

What We’re Looking For

We’re looking for someone who:

• Has knowledge of wastewater and stormwater operations, maintenance, safety, and emergency response.
• Can lead, supervise, and develop staff and understand personnel management.
• Understands applicable laws, regulations, permits, and industry standards, including NPDES, MS4, and SWECB requirements.
• Has ability to respond effectively to emergencies, system failures, and SSOs.

Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Education: Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in wastewater collection, stormwater management, or a related field.
• Experience: Four (4) years of experience in wastewater collection system maintenance and operations, including at least three (3) years in a supervisory or lead role.
• Licenses and Certifications:
  • Possession of a valid Class C Commercial California Driver’s License to be maintained throughout employment.
  • Possession of a California Water Environment Association (CWEA) Collection System Maintenance Grade II Certification at the time of employment, to be maintained throughout employment.
  • Ability to obtain a California Water Environment Association (CWEA) Collection System Maintenance Grade III Certification within (12) months of appointment.

Physical Demands and Working Conditions:

• Mobility to work in the field and to perform medium to heavy physical work.
• Operate a motor vehicle and visit various community sites.
• Vision to inspect and operate equipment.
• Hearing and speech to communicate in person and over the telephone.
• The ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
